• Failure to provide any mandatory requirement or to meet the administrative checklist results in immediate disqualification.
• Top‑5 shortlisted bidders receive a 7‑day grace period to supply missing administrative documents; failure to do so leads to elimination.
• Bid validity is 120 days from the closing date.
• No compensation for bid preparation costs.

90/10 preferential procurement point system applied in four stages:

Stage 1 – Mandatory Requirements (pass/fail):

• Valid Operating Regulations for High Voltage System (ORHVS) certificate – one owner and two employees (proof of employment required).
• Valid pest‑control operator certificate for industrial vegetation/noxious weeds (issued under the Fertilizers, Farm Feeds, Agricultural Remedies and Stock Remedies Act) – owner or employee name with proof of employment.
• All certificates must be commissioner‑of‑oaths certified and ≤ 3 months old.

Failure = immediate elimination.

Stage 2 – Functionality (minimum 70 points):

• Company profile, reference letters on client letterhead, appointment letters, asset register, physical verification/inspection.
• Scores compiled; only the top 5 bidders progress to the next stage.

Stage 3 – Price & Specific Goals (total 100 points):

• Price component – 90 points (firm prices, VAT inclusive, all delivery costs).
• Specific goals – 10 points for meeting the women‑shareholding target (≥ 25 % women ownership).

Stage 4 – Administrative Compliance (pass/fail):

• Proof of address/directors’ residence, Class 1 COIDA letter of good standing, Public Liability insurance ≥ R5 million, registration with Johannesburg PICKITUP, audited financial statements (3 years), CSD registration, CIPC registration, valid SARS tax status/PIN, JV agreement (if applicable), B‑BBEE certificate.
• Missing documents may be remedied within a 7‑day grace period for the shortlisted bidders; otherwise disqualification.

The contract is awarded to the highest‑scoring compliant bidder; the lowest bid is not automatically accepted.

Scope: Panel of service providers for horticulture, arboriculture and conservation maintenance services for a 36‑month period covering:

• Greening – grass cutting (per m²), pruning, planting, weed control.
• Arboriculture – tree management, pruning, removal, planting.
• Conservation – ecological management, invasive species control, biodiversity maintenance.
• Cemetery management and general maintenance.

Services are to be performed on an as‑and‑when‑required basis as stipulated in the Terms of Reference (Section 10).

• Pricing must be submitted on the Firm Prices (MBD 3.1) schedule – only firm prices accepted; no price variations or exchange‑rate adjustments.
• Prices must be VAT‑inclusive and include all delivery costs to the prescribed destination.
• Separate pricing schedules required for each delivery point if applicable.
• Bid validity: 120 days from the closing date.

Mandatory certificates (must be commissioner‑of‑oaths certified, ≤ 3 months old):

• Registration on the Central Supplier Database (CSD).
• Valid Joint Venture agreement (if JV) with all parties’ documents.
• Company registration certificate (CIPC).
• Valid SARS tax status and PIN (or printed TCS certificate).
• B‑BBEE certificate / affidavit demonstrating ≥ 25 % women shareholding for specific‑goal points.
• All documents must be signed, dated and submitted in the original MBDs.

Failure to meet any of the above results in immediate disqualification.
