Submissions must be made electronically via the Transnet e-Tender Submission Portal (transnetetenders.azurewebsites.net). Bidders are advised to upload documents at least one day before the closing date to avoid technical issues. A maximum of 30MB per upload is permitted, with multiple uploads allowed. Late submissions will not be accepted.

The tender follows a multi-stage evaluation process: 1) Administrative Responsiveness (mandatory returnables check); 2) Substantive Responsiveness (compliance with scope and legal requirements); 3) Price and Specific Goals (80/20 preference point system). Price is weighted at 80 points and Specific Goals at 20 points. Specific goals include B-BBEE status level and Black Youth Owned entities (50%).

The scope involves the service and repair of an ELMEC 1 hydraulic motor for Transnet Port Terminals at the Port of Richards Bay. Bidders must submit an SABS certificate to demonstrate that the contractor is SABS approved.

Pricing must be submitted in South African Rand (ZAR) inclusive of VAT. Bidders must use the provided price schedule format. Transnet reserves the right to negotiate market-related prices with the highest-ranked bidders if necessary.

Mandatory requirements include: 1) Registration on the National Treasury Central Supplier Database (CSD); 2) Valid Tax Compliance Status (TCS) PIN; 3) Completion of SBD 1, SBD 4, and other provided declaration forms; 4) Submission of B-BBEE certificate or sworn affidavit for specific goal points; 5) Compliance with the Employment Equity Act; 6) Disclosure of any commercial relationship with Domestic Prominent Influential Persons (DPIP) or Foreign Prominent Public Officials (FPPO).

Scope: Service and repair of Elmec 1 hydraulic motor for Transnet Port Terminals at the Port of Richards Bay. Requirements: SABS-approved contractor. Must demonstrate past experience in hydraulic service/repairs via traceable references (POs + supporting documents) from the last 5 years.

Mandatory: SABS certificate proving SABS approval. Must provide traceable references (POs + invoices/delivery notes/job completion certificates/goods receipts) for hydraulic service/repairs completed in the past 5 years. Minimum 4 references required for full compliance scoring.

Pricing must be:

• Fixed and firm (non-negotiable; non-compliance disqualifies the bid).
• Quoted in South African Rands (ZAR), exclusive of VAT.
• For the full scope, including all requirements.
• Must cover all items; failure to quote on any item disqualifies the bid.
• Inclusive of:
• Transportation costs to and from site.
• All other expenses necessary for scope completion.

Payment terms: Monthly invoicing for work completed in the previous month.
