• Submit the original bid, cover letter and all supporting documents sealed in an envelope endorsed: “Original Bid: WTE197CE…”.
• Deliver the sealed envelope to the Supply Chain Management Office or deposit it in the bid box at the entrance of the Department Water and Sanitation, Construction East Office Building, Grootdraai Dam, Standerton.
• Deadline: no later than 11:00 on 19 February 2026. Late submissions will be rejected.
• Use the official SBD forms only – do NOT re‑type the forms. Required forms include SBD 1 (Invitation to Bid), SBD 3.1 (Pricing Schedule), SBD 4 (Declaration of Interest) and any other annexes listed.
• All blanks must be completed, all signatures provided and authority proof (e.g., board resolution) attached.
• Attach a valid QCTO/SETA accreditation letter, course content outline and facilitator CV.
• Provide the bidder’s CSD number or SARS Tax Compliance Status (TCS) PIN; each joint‑venture partner must submit separate certificates.
• Disqualification risks: incomplete/unsigned forms, missing accreditation, failure to attend compulsory site briefing, late delivery, use of non‑official forms, or non‑compliance with tax/registration requirements.

• Evaluation follows the Preferential Procurement Regulations 2022 using an 80/20 point system (80 points for price, 20 points for B‑BBEE/goals).
• Four evaluation phases:

1. Mandatory Requirements – complete, signed SBD 1, SBD 3.1, SBD 4, valid accreditation, facilitator CV.

2. Administrative Compliance – CSD registration, SARS tax compliance, CIPC registration, B‑BBEE certificate, completed SBD 6.1.

3. Technical Evaluation – compliance with training specifications (basic diesel training, trade‑test preparation, trade test) and submission of required documentation.

4. Preference Points – points awarded for women, disability, youth ownership, local enterprise and B‑BBEE level as per Table 4.

• Minimum thresholds: all mandatory documents must be submitted; failure results in non‑responsive bid.
• The lowest acceptable price scores 80 points; price must be firm and inclusive of VAT.
• Preference points are verified with supporting documents (CSD reports, B‑BBEE certificate).

Scope: Provide diesel mechanic training to DWS employees at the training provider’s premises.

• Training modules:

– Basic Diesel Mechanic Training (4 delegates) – safety, maintenance, fault finding, tools.

– Diesel Mechanic Trade Test Preparation (3 delegates) – engine tune‑up, gearbox, brakes, etc.

– Diesel Mechanic Trade Test (3 delegates) – assessment and certification.

• Total delegates: 7 (subject to change).
• Training to be completed within 12 months, excluding December (department closed).
• Delivery: Monday‑Thursday 07:15‑16:00; no training on Fridays, public holidays, last Thursday/Friday of each month, and 10 Dec‑06 Jan.
• Must provide accredited competency certificates to delegates.
• Provider must have all learning material/equipment, submit attendance registers and invoices.
• Training must be conducted in block sessions if duration exceeds 5 days.
• Quantity of delegates may be confirmed by the DWS Training Officer; training to start within 14 days of official order.

• Pricing to be entered in SBD 3.1 per delegate; rates must be firm, inclusive of VAT (15%).
• All‑inclusive price must cover assessment, printing/delivery of certificates, refreshments and any other costs.
• Payment: monthly on receipt of tax‑invoice; EFT to the successful bidder’s bank account; payment within 30 days of invoice approval.
• No cash or cheque payments; no upfront payment.
• No performance bond or guarantee is mentioned.
• Offer validity: 120 days from the closing date.

• Tax compliance: submit SARS TCS PIN or printed TCS certificate; CSD number required for all bidders (and each JV partner).
• Registration: active registration with CIPC and inclusion in the National Treasury Central Supplier Database.
• B‑BBEE: submit valid B‑BBEE certificate or sworn affidavit; points awarded per Table 4.
• Accreditation: valid QCTO/SETA accreditation letter to offer the training.
• Local content: encourage use of locally manufactured equipment; complete Department Declaration for Annexure C if applicable.
• No persons in the service of the State or close corporations with such persons may bid.
