Evaluation is conducted in two phases: Phase One (Compliance and Responsiveness) and Phase Two (Price and Specific Goals). Phase One: Mandatory requirements include registration on the National Treasury Central Supplier Database (CSD), tax compliance (SARS TCS PIN or CSD verification), at least one company director registered with ECSA as Professional Engineer, Technologist, or Technician, no directors/shareholders listed on the Register of Tender Defaulters, no history of fraud/corruption or collusive bidding, legal entity status (company, partnership, or consortium), and submission of all required returnable documents (SBD forms, declarations, etc.). Non-Eliminating: Registration with CIDB (if applicable), VAT registration (if applicable; non-VAT vendors must register within 21 days of award), and good standing with Compensation Fund or licensed insurer. Phase Two: Scoring uses the 80/20 Preferential Procurement Policy Framework Act (PPPFA) system. Maximum points: 80 for Price, 20 for Specific Goals. Total: 100 points. Scope: Provision of professional civil/structural engineering services for the construction of Molteno Clinic. Contract will be based on the CIDB Professional Services Contract (Third Edition, 2009). Services must be performed by suitably qualified personnel with experience in similar projects. Preferred tenderer must submit an approved insurer undertaking for Professional Indemnity Insurance specific to the project within 21 days of appointment. Deliverables include detailed design, documentation, site supervision, and contract administration.
