• Bids will be evaluated exactly as published in the tender documents.
• Scoring consists of two parts: Price (80 points under 80/20 system or 90 points under 90/10 system) and Specific Goals (20 points or 10 points respectively).
• Specific goal points are awarded for:

– South African citizens without franchise pre‑1983/1996 (minimum 51 % ownership).

– Women (minimum 51 % ownership).

– Persons with disabilities (minimum 51 % ownership).

• Minimum compliance: bidder must be an eligible, registered service provider, not listed on the Restricted Suppliers/Tender Defaulters register, and must provide a valid Tax Compliance Status (TCS) Pin or CSD number.
• Consortia/joint ventures must submit separate TCS Pins for each party.
• Disqualification triggers: presence on restricted lists, non‑compliance with tax or CSD requirements, or failure to submit mandatory SBD forms.

Scope:

• Deliver, configure, implement, maintain and support a cloud‑based integrated medical management solution for a period of five (5) years.

Key components (minimum requirement):

– Clinical Rules Engine (ICD‑10, RPL, CCSA codes, NAPPI pricing, updatable formularies).

– General Pre‑Authorisation (three levels, equipment authorisation, automated correspondence).

– Hospital Benefit Management (LOS/LOC control, benefit limits, email notifications, out‑of‑hospital care).

– Case Management (in‑hospital and out‑of‑hospital, risk stratification, dashboards, geo‑mapping, mobile access).

– Assessment modules for serious injuries, past and future medical expenses.

– Provider network management, profiling and geo‑mapping.

– Clinical fraud detection, audit trail, reporting.

Additional requirements:

• Business continuity management plan must be available for RAF inspection.
• Solution must integrate with existing RAF systems and third‑party platforms.
• Project delivery will follow RAF project management methodology and be measured against an Outcomes‑Based Service Performance Framework (OSPF).

• Project team must work with the RAF project team and follow RAF project‑management methodology.
• Solution delivery will be measured against an Outcomes‑Based Service Performance Framework (OSPF) as set out in Annexure A.

• Bidder must be a highly qualified and experienced IT service provider.
• Must demonstrate capability to manage medical experts and networks, including qualifications reporting, online templates, automated claim submission and SLA management.

• Provide a Business Continuity Management Plan for RAF inspection.
• Bid proposals must be clearly indexed and cross‑referenced to a Table of Contents.
• Solution must include quality‑assurance features: electronic referral submission, automated flagging, intelligent routing and tracking for the Medical Advisory process.

• Submit pricing on SBD 3.1 – Firm Prices only.
• All applicable taxes must be included.
• Delivery costs to the prescribed destination must be incorporated in the price.

• Pricing to be submitted on SBD 3.1 – Firm Prices (non‑firm prices, including exchange‑rate variations, will be rejected).
• All applicable taxes (VAT, PAYE, income tax, UIF, skills development levies) must be included in the quoted price.
• Delivery costs to the prescribed destination must be incorporated in the price.
• If the contract’s imported content exceeds US $10 million, National Industrial Participation (NIP) obligations apply (30 % of imported content over seven years) with a performance guarantee and business concept submission to the dti.
• Successful contracts above R 10 million must be reported to the Department of Trade and Industry within five working days of award.

• Register on the National Treasury Central Supplier Database (CSD).
• Provide a valid Tax Compliance Status (TCS) Pin from SARS; if unavailable, provide CSD number.
• For consortia/joint ventures, each party must submit its own TCS Pin/CSD number.
• Submit all required SBD forms (SBD 1, SBD 4, SBD 5, SBD 6.1) fully completed and signed.
• Proof of CIDB registration where applicable.
• Comply with the Preferential Procurement Policy Framework Act 2000 and Regulations 2017.
• Companies or directors listed on the Restricted Suppliers/Tender Defaulters register are automatically disqualified.
• No persons in the service of the state, nor companies with directors in the service of the state, may submit bids.
• Complete the declaration of interest (SBD 4) regarding state employment, relationships, and other interests.

• Bid is subject to the Preferential Procurement Policy Framework Act 2000 and Regulations 2017.
• Preference points may be claimed for specific goals: South African citizens without franchise pre‑1983/1996, Women, Persons with disabilities – each with minimum 51 % ownership.

• Successful bidder must sign the written contract form (SBD 7).
• Bid prices must include all applicable taxes (VAT, PAYE, income tax, UIF, skills development levies).
• For contracts with imported content > US $10 million, NIP obligations apply: 30 % of imported content over seven years, with a performance guarantee and business plans to be submitted to the dti.
• NIP agreement is between the dti and the contractor, not the purchasing institution.

• Comply with all legal requirements to conduct business in South Africa.
• Foreign suppliers must complete the residency, branch, income and tax‑liability questionnaire.
• Provide declarations regarding state employment, relationships and other interests.
• National Industrial Participation (NIP) Programme applies to contracts with imported content > US $10 million.
