Deadline: 14 May 2026 at 11:00 AM SAST. Late or incomplete submissions will be disqualified. Required returnable documents: CSD Registration Report, Pricing Schedule, Valid Tax Clearance Certificate (or SARS proof of application/verification pin), SBD 4 (Bidder’s Disclosure), SBD 6.1 (Preferential Procurement Claim Form), Certified copies of director(s) IDs (not older than 6 months), CIPC Document, Shareholding Certificate, Bidder’s Eligibility Form A. All forms must be fully completed and signed by an authorised company representative.

Criteria: Methodology (30), Quality Assurance & Risk Mitigation (10), Research Project Samples (15), Reference Letters (15), Project Team Organogram (5), Team Leader Qualifications (5), Team Leader CV/Profile (5), Supporting Staff Qualifications (5), Supporting Staff CV/Profiles (5). 2) Price (80 points) and Specific Goals (20 points) for bidders meeting the 70-point threshold. Specific Goals: HDI Ownership (10), HDI Women Ownership (5), HDI Youth Ownership (5). Only bidders scoring ≥70 in Stage 1 proceed to Stage 2. Highest total score wins.

Deliverables: Inception report with project plan; Weekly progress reports; First draft SSP (≤65 pages, electronic); Final draft SSP (≤65 pages, electronic); 9 Provincial Reports (≤15 pages each, with presentations and infographic snapshots); 5 Sub-sector Mini-Reports (≤15 pages each, with presentations and infographic snapshots); Portfolio of Evidence (PoE) per chapter (data sets, transcripts, synthesis reports); Presentations to MICT SETA Management and Board Committees. Collaboration: Bidder responsible for Chapters 1, 2, 3, 6 and all provincial/sub-sector reports; MICT SETA handles Chapters 4 and 5. All reports must use modern graphics/infographics aligned with MICT SETA brand. Ownership: All data, reports, and outputs become MICT SETA property; cannot be reused without permission.
