Professional service provider to develop a funding and revenue strategy for the national heritage council

The NHC seeks a professional service provider to develop a Funding, Resource Mobilisation and Revenue Enhancement Strategy for the 2026/27–2028/29 MTEF period. The NHC is a Schedule 3A public entity under DSAC, mandated to preserve, protect, promote, and coordinate South Africa’s heritage. Current challenges include fiscal constraints, budget reductions, and reliance on National Treasury transfers, limiting the NHC’s ability to implement strategic programmes. The strategy must address: diversified revenue streams, innovative funding mechanisms, strategic partnerships, heritage commercialisation, and sustainable resource mobilisation. The assignment aligns with the Constitution, NHC Act, PFMA, National Treasury Regulations, NDP 2030, MTSF, and DSAC priorities.

Submit quotations electronically to [email protected] before the closing date and time. Use official forms (SBD 4 and SBD 6.1) — do not retype. Late or incomplete submissions, or those sent to the wrong email, will be disqualified. Quotations must be on company letterhead, include contact details and quote number, and be duly signed. Validity period: 30 days from closing date. Ensure all required supplier information (e.g., VAT number, Tax Compliance Status PIN, CSD number) is provided. Failure to furnish required documents may result in disqualification.

Develop a Funding, Resource Mobilisation and Revenue Enhancement Strategy for the NHC for the 2026/27–2028/29 MTEF period. Scope includes: conducting a comprehensive institutional and financial assessment of NHC’s funding model; identifying revenue generation, heritage commercialisation, partnership, donor funding, grant, PPP, tourism, and investment opportunities; developing a practical implementation plan with revenue targets, funding pipeline, institutional responsibilities, timelines, risk mitigation, and M&E framework; creating stakeholder engagement and partnership mobilisation frameworks; developing a sustainable fundraising and donor management framework; recommending governance, legal, compliance, and policy requirements; and benchmarking international/local best practices. Deliverables must align with NHC’s mandate, PFMA, National Treasury Regulations, NDP 2030, MTSF, and DSAC priorities. All intellectual property rights vest in NHC. Provide digitised final products and editable source files (e.g., InDesign, Illustrator). Confirm no third-party rights are infringed.

Suppliers must provide master data (name, addresses, contact numbers, email, supplier contact details, job positions/qualifications, partner roles, company registration number, B-BBEE status, CSD number). Financial data required: VAT and income tax numbers, tax clearance PIN, bank details (account type, number, holder name), payment terms, and accounting correspondence. Supplier classification (category, vendor portfolio, product categories) and conflict of interest declarations are mandatory. Bidders must confirm they have the authority to submit the bid and that all information is accurate.

Suppliers may qualify as SMMEs based on annual turnover: Micro (≤R500k), Very Small (R500k–R2.5M), Small (R2.5M–R10M), Medium (R10M–R20M). Suppliers must indicate if they qualify as Historically Disadvantaged Individuals (HDI) and specify categories (Black, Coloured, Indian, Women, Youth, Persons with Disabilities, Rural, Unemployed, Township). Suppliers should declare if they actively support or collaborate with other SMMEs/HDIs. Pricing must be fixed, inclusive of VAT, and valid for 30 days from RFQ closure.

Prices must be in South African Rand, inclusive of VAT and all associated costs (delivery, insurance, taxes). Fixed price — no adjustments after RFQ closure. Quotations must cover the entire scope and period. Payment within 30 days of invoice receipt. Invoices must be submitted to [email protected] in SARS-prescribed format. Validity period: 30 days from closing date. Include expected delivery period and, if applicable, a detailed project plan with timeframes, objectives, and milestones. NHC reserves the right to benchmark prices and award to multiple suppliers.

Submit Tax Compliance Status PIN, VAT registration number, and Central Supplier Database (CSD) number. B-BBEE compliance required (points allocated per B-BBEE level as per PPPFA). Suppliers must comply with: Constitution (Sections 195 and 217), PRECCA, PFMA, POPIA, Treasury Regulations, and NHC’s Supplier Code of Conduct. Disqualification if listed in Register of Tender Defaulters or Restricted Suppliers. Complete SBD 4 (Supplier’s Disclosure) and SBD 6.1 (Preference Points Claim Form). Foreign suppliers: provide proof of accreditation if applicable. Suppliers must declare conflicts of interest, gifts/hospitality, and relationships with NHC employees.

Suppliers must provide a safe and healthy working environment for employees and comply with all applicable health and safety laws and regulations. Acceptable tokens of appreciation (e.g., gifts) must be of nominal value and align with customary business practices. Suppliers must report any suspected violations of the NHC’s Code of Conduct or unethical behaviour. NHC commits to confidentiality for reports received.

Suppliers must comply with all applicable environmental laws and regulations and strive to minimise their environmental impact. This includes adhering to sustainable practices and ensuring alignment with NHC’s commitment to responsible resource use.

Quotation validity: 30 days from RFQ closure. Prices must be fixed in ZAR, inclusive of VAT and all costs. No price adjustments post-closure. NHC reserves the right to: accept/reject quotes, cancel the RFQ, annul the process, appoint multiple suppliers, and benchmark prices. Goods/services rendered only upon receipt of an official NHC purchase order or signed SLA. Payment within 30 days of invoice receipt. Invoices must comply with SARS format and be submitted to [email protected]. Late/incomplete submissions disqualified. General Conditions of Contract (GCC) apply and cannot be amended. Contract may be terminated for non-compliance, with potential blacklisting or legal action.

Evaluation uses the 80/20 preference point system under the PPPFA. Points breakdown: 80 for price, 20 for specific goals. Specific goals include B-BBEE compliance (max 8 points, scaled by B-BBEE level), promotion of SMMEs (4 points), woman-owned enterprises (2 points), rural enterprises (2 points), and co-operatives (1 point). Bidders must submit proof for claimed points. Failure to submit documentation results in zero points for specific goals. Evaluation occurs in three phases as per the Terms of Reference. Highest-scoring bidder wins.
