Shortlisted bidders may be required to present their service offering to the evaluation committee. Failure to submit proof for B-BBEE claims results in 0 points for specific goals. Mandatory requirements: valid VAT registration, tax compliance (SARS PIN/TCS or CSD), B-BBEE status disclosure, no record of corrupt/fraudulent acts, operational premises with accreditation, and submission of all required annexures. Scope: Appointment of a service provider to assess the underground water table for borehole drilling purposes. Requirements: duly approved operational premises with necessary infrastructure; relevant accreditation by the relevant body. SAWS will conduct a due diligence site visit to verify premises and capacity before award. Successful bidders must conclude a Service Level Agreement (SLA) with SAWS to measure, monitor, and assess performance, ensuring effective service delivery, quality, and value-add. A scorecard on service offering measurement must be provided.

Submit pricing in Annexure G (SBD3.3). All prices must be in ZAR, inclusive of VAT. Provide: a ceiling price for the total project (all phases, all expenses); a cost breakdown of the ceiling price; period required to commence post-award; confirmation if rates are firm for the project duration. If rates are not firm, specify the adjustment basis (e.g., CPI).

Pricing must be in South African Rand (ZAR), inclusive of VAT. Submit a ceiling price for the total estimated project duration, including all expenses. Provide a cost breakdown of the ceiling price, detailing all cost components. Specify the period required to commence the project post-award. Confirm if rates are firm for the project duration; if not, provide the adjustment basis (e.g., CPI). Payment terms: 30 days from invoice receipt unless otherwise agreed. SAWS may request the latest audited financial statements to verify financial stability; failure to provide may result in rejection.

Tax Compliance: Submit a Tax Compliance Status (TCS) PIN (via SARS e-filing) or a printed TCS certificate. If no TCS PIN, provide a Central Supplier Database (CSD) number. Consortia/joint ventures/subcontractors must each submit separate TCS/CSD documentation. Foreign suppliers with no RSA tax obligations or business history must complete the foreign supplier questionnaire in Annexure A. B-BBEE: Submit a B-BBEE Status Level Verification Certificate or sworn affidavit (for EMEs/QSEs) to qualify for preference points. No bids accepted from state employees or entities with state-employed directors/members. Complete Bidder’s Disclosure (SBD 4) and Preference Points Claim Form (SBD 6.1). POPIA compliance: Submit POPIA Supplier Notice and Consent Form. Subcontracting: Provide proof of subcontracting agreements if applicable. Joint ventures/consortia/trusts/partnerships must submit a signed teaming agreement. Accredited suppliers must submit proof of accreditation.

B-BBEE Status Level Verification Certificate or sworn affidavit (for EMEs/QSEs) must be submitted to qualify for preference points. Points allocation: Level 1: 20, Level 2: 18, Level 3: 14, Level 4: 12, Level 5: 8, Level 6: 6, Level 7: 4, Level 8: 2, Non-compliant: 0.

SAWS reserves the right to: reject non-compliant bids; request further information post-closing; conduct site inspections; not award if prices are not market-related or tax matters are not in order; reject bids from entities with proven corrupt/fraudulent acts; award partially or fully; conduct background/reference checks. Bids may be cancelled if: no longer a need exists, funds are unavailable, no acceptable tenders are received, or material irregularities occur. Any attempt to influence the award decision may result in rejection.
