Supply AutoCAD software as per the specified technical requirements for Artscape, a cultural institution under the Public Finance Management Act, 1999. The software must meet all listed technical specifications and be delivered within one week from the purchase order.

Supply AutoCAD software meeting the following specifications: compatible with Apple and Windows operating systems; capable of creating precise 2D and 3D drawings; pre-loaded with industry-specific toolsets; able to export drawings to PDF; supports auto measurement on drawings; enables comparison of at least two versions of a drawing; allows creation of tables with data and symbols in rows, applying formulas, and linking to spreadsheets; supports saving views by name for easy retrieval.

Preference points are awarded based on B-BBEE status levels: Level 1 = 20 points, Level 2 = 18 points, Level 3 = 14 points, Level 4 = 12 points, Level 5 = 8 points, Level 6 = 6 points, Level 7 = 4 points, Level 8 = 2 points, Non-compliant = 0 points. Bidders must submit valid B-BBEE documentation to claim these points.

Bidders must accept the Government Procurement General Conditions of Contract (GCC) of July 2010. Non-compliance with contract terms may result in disqualification, contract cancellation, or legal action. All bids must be independently determined without collusion.

The 80/20 price/preference point system applies. Price (80 points) is scored using the formula: Ps = 80 x (1 - (Pt - Pmin) / Pmin). Preference points (20 points) are awarded based on B-BBEE status levels, ranging from 20 points for Level 1 to 0 points for non-compliant contributors. Orders will be placed with the supplier(s) achieving the highest total adjudication points.
