• Submit the quotation exclusively via the e‑Tender portal (https://www.etenders.gov.za/); email submissions are not accepted.
• Use the Johannesburg Water RFQ template on your own company letterhead; ensure your email address is visible on the quotation.
• All documents must be uploaded as PDF files – MS Word, Excel or images are not allowed.
• Required returnable documents (must be attached with the quotation):

1. Original valid Tax Clearance Certificate / valid SARS PIN.

2. Valid BBBEE certificate or sworn affidavit (must comply with B‑BBEE Practice Guide).

3. Copy of a valid lease agreement or municipal account (not older than 3 months).

4. Completed MBD forms: Declaration of Interest (MBD 4), Preference Points Claim Form (MBD 6.1), Supply Chain Management Declaration (MBD 8), Independent Bid Determination Certificate (MBD 9).

5. Proof of registration on the Central Supplier Database (CSD) – supplier number.

6. Company registration documents with ID copies of directors/shareholders.

7. Any other documents listed in the Returnable Description table (e.g., municipal rates and taxes clearance).

• Include a product brochure or data sheet with the quotation.
• Quotation must be valid for 60 days from the submission date.
• Prices must be quoted per unit, exclusive of VAT (VAT to be added where applicable) and must include the supplier’s authorised signature.
• Late submissions (after the closing time) or quotations missing required brand names will be rejected.

• Scoring follows an 80/20 point system:
• 80 points are allocated to price (lowest acceptable price receives full 80 points; points are calculated using the formula provided in the tender).
• 20 points are allocated to specific goals (pre‑qualification criteria).
• Specific goals for this RFQ include:
• Black ownership of 51 % or more (EME/QSE) – proof required via valid BBBEE certificate or sworn affidavit.
• Any other preference points must be claimed on the MBD 6.1 Preference Points Claim Form and supported by the required documentation; failure to provide proof results in zero points for that goal.
• All required documents for specific goals must be submitted; otherwise the 20 points for specific goals are forfeited.
• The organ of state may request additional evidence at any stage.
• Disqualification triggers: late submission, missing signature, missing brand name, non‑compliance with the specific‑goals documentation.

• Total quotation value must include VAT where applicable.
• Quotation must remain valid for 60 days.
• No mention of performance bonds, guarantees or specific payment terms in the document.
• Use the provided quotation template; ensure the supplier’s authorised signature is present.

• Mandatory registration on the Central Supplier Database (CSD) – proof of CSD supplier number required.
• Valid Tax Clearance Certificate (SARS PIN) – compulsory.
• Valid BBBEE certificate or sworn affidavit – compulsory.
• Current lease agreement or municipal account (not older than 3 months) – compulsory.
• Completed MBD forms (4, 6.1, 8, 9) – compulsory.
• Company registration documents with ID copies of directors/shareholders – compulsory.
