• Mandatory Documents must include proof of registration on the Centralised Supplier Database (CSD), Business Registration (CIPC), SARS tax clearance certificate, B‑BBEE certificate or affidavit, and the required Standard Bidding Documents (SBD 4, SBD 6.1, SBD 8, SBD 9).
• Prices must be broken down where applicable and quoted inclusive of VAT.
• Failure to provide any of the mandatory documents will result in automatic disqualification.

Stage 2 – Functionality Assessment:

• Minimum score of 70% required to proceed.
• Scoring matrix (total 100%):
• Company Experience (15%): points based on years of operation (1‑3 yrs = 3, 4‑7 yrs = 6, 8‑10 yrs = 10, >10 yrs = 15).
• Experience in external audit of public entities >R15 m (20%): 2 references = 5, 4 references = 10, 5 references = 15, >5 references = 20.
• Staff complement (20%): 0‑10 staff = 3, 10‑30 staff = 6, 30‑50 staff = 10, >50 staff = 15.
• Team expertise (30%): qualifications/experience of partners, managers, senior auditors and article clerks (scale 10‑30 points).
• Methodology and approach (15%): detailed plan with examples (30), partial with examples (20), basic (0‑10).

Stage 3 – B‑BBEE Preference Points (20 points max) and Price (80 points):

• B‑BBEE status level determines points (Level 1 = 20, Level 2 = 18, … Level 8 = 2, non‑compliant = 0).
• Prices are evaluated on average hourly rates, inclusive of VAT; lower rates receive higher price points.

Overall, proposals must meet the 70% functionality threshold and then be ranked on the 80/20 price‑B‑BBEE point system.

Scope of work covers the full external audit cycle for the Council over a three‑year contract, including:

1. Submission of an Audit Planning Memorandum and detailed budget.

2. Execution of audit assignments and issuance of draft and final audit reports.

3. Attendance at Audit & Risk Committee and Council meetings as required.

4. Presentation of the final audit report to the Committee and Council.

5. Annual performance assessments; possible rotation after three years.

6. Required deliverables listed in the RFP (audit plan/methodology, risk and fraud detection approach, estimated hours by staff classification, expense estimates, time requirements).

• Pricing must be presented as a detailed cost breakdown and be inclusive of VAT.
• Proposals should include the proposed fee schedule for years 1‑3 and any additional services.
• Average hourly rates will be the basis for price evaluation.
• No specific bonds or guarantees are mentioned in the document.
• All financial information must be submitted within the mandatory documents package.

Mandatory compliance documents:

• Proof of registration on the Centralised Supplier Database (CSD).
• Business registration certificate (CIPC).
• Original SARS tax clearance certificate.
• B‑BBEE certificate or affidavit signed by a Commissioner of Oaths.
• Standard Bidding Documents (SBD 4 – Declaration of interest, SBD 6.1 – Preference points claim form, SBD 8 – Supply chain management practices, SBD 9 – Independent bid determination).
• Prices inclusive of VAT.
• No minimum B‑BBEE level required (minimum level 0).
