• Failure to supply all supplementary information, certificates, and documentation may render the tender non-responsive.
• Tenderers must ensure documents are delivered timeously to the correct address.

• The 80/20 preference point system under the Preferential Procurement Regulations 2022 applies.
• Evaluation occurs in four phases:

1. Prequalification: Only bids from bidders with an active CIDB registration meeting the minimum grading (3CE/SH or higher) on the closing date will be considered further.

2. Compliance and responsiveness to bid rules and conditions.

3. Evaluation under the PPPFA: 80 points for price, 20 points for specific goals.

4. Specific goals points are awarded for:

• EME/QSE at least 51% black-owned (5 points).
• Located in the Eastern Cape Province where services are rendered (2 points).
• EME/QSE at least 51% women-owned (7 points).
• EME/QSE at least 51% youth-owned (up to 35 years) (4 points).
• EME/QSE at least 51% owned by people with disabilities (2 points).
• Failure to submit a fully completed and signed bid document, Bill of Quantities, work program, etc., will result in the bid not being further considered.
• Gross calculation errors, omissions in the Bill of Quantities, or gross under/over pricing will render the bid non-responsive.
• The tender with the lowest price will not necessarily be accepted.

• Scope: Supply, delivery, and installation of a 12ha solidset sprinkler irrigation system at the Mthakatye Irrigation Scheme in the Nyandeni Local Municipality, OR Tambo District.
• Location: Tyara Village, Libode.
• Key works include:
• Pegging for laterals and mainline.
• Excavation and trenching for mainline and sub-main lines.
• Supply, delivery, and installation of mainline, sub-main lines, and sprinklers.
• Supply, delivery, and installation of electrical pump and motor.
• Demonstration of the irrigation system.
• Time for completion: 18 weeks.
• The contractor must comply with the General Conditions of Contract for Construction Works 2015, South African National Standards (SANS), and the Occupational Health and Safety Act and Construction Regulations 2014.

• Bid price must be all-inclusive of all applicable taxes. Bidders not VAT registered are not entitled to claim VAT.
• The tenderer must submit rates and prices fixed for the contract duration, subject only to adjustments per the conditions of contract.
• VAT must be shown separately as an addition to the tendered total.
• A performance bond/guarantee may be required from the successful bidder as per contract data.
• For projects valued at R3.0 million or more, a bidder not from the Eastern Cape Province must subcontract 25% of the contract value to a bidder within the Eastern Cape Province.
• Pricing must be completed on the official Bill of Quantities or Activity Schedule; all trades must be priced except provisional sums and allowances.

• Mandatory CIDB registration: Tenderers must have a valid CIDB registration in a CE class of construction works, with a minimum designation of level 3CE/SH or higher. Registration must be active on the closing date.
• Central Supplier Database (CSD) registration is mandatory prior to award. Tax compliance status will be verified via CSD.
• B-BBEE: The 80/20 preference point system applies. Specific goals points are awarded for EME/QSE status and ownership (black, women, youth, people with disabilities) as detailed in the evaluation criteria.
• Required documents include:
• CIDB contractor grading certificate.
• Proof of CSD registration (active and recently updated).
• Tax compliance status (PIN or CSD number).
• CIPC company registration.
• ID copies for ownership verification.
• Joint Venture agreement if applicable.
• Workman’s Compensation Registration Certificate.
• Company/Contractor registration with SABI.
• All certificates must be valid for 90 days after the tender closing date.
• Persons in the service of the state or companies with such directors are not eligible to bid.
