Evaluation Criteria
Source: REQUEST FOR INFORMATION ROBOTIC SPECROMETER.pdfGeneral criteria: Suppliers must be registered on the Central Supplier Database (CSD). Valid VAT registration number required. Ability to provide factory-trained maintenance/repair personnel. Compliance with Johannesburg Waterβs procurement policies. Technical criteria: Proposed system must meet all specified technical and throughput requirements. Consumables (vials, standards) must be compatible with the analyser and NIST-traceable. Experience in supplying and maintaining similar systems for water quality analysis.
Technical Specifications
Source: REQUEST FOR INFORMATION ROBOTIC SPECROMETER.pdfScope: Supply, installation, commissioning, and maintenance of a robotic spectrophotometer for Chemical Oxygen Demand (COD) analysis for 36 months. Purpose: Improve analytical efficiency, accuracy, and laboratory safety for water quality monitoring (dams, streams, industrial effluent, wastewater treatment plants). System requirements: Fully automated spectrophotometric analyser with autosampler (robotic system) for COD determination using standardised methods (e.g., dichromate method). Must support automated sample handling (pipetting, dilution), minimum batch size of 40β48 samples, throughput of ~96 samples in 8 hours, and automated processes (mixing, digestion at ~150Β°C, cooling, measurement). Must minimise cross-contamination via automated rinsing/cleaning cycles. Complete system includes: analyser unit, instrument controller (computer), control software, printer, start-up chemicals (6 months of vials), compressor, and other consumables/ancillary equipment. Vials must support COD ranges: ultra-high (5000β60000 mg/l, 900 tests), high (250β15000 mg/l, 1800 tests), medium (20β1500 mg/l, 2700 tests), low (3β150 mg/l, 900 tests). Calibration standards must be NIST traceable or equivalent. Vials must be supplied every 6 months with maintenance. System must be ISO/IEC 17025 compliant for accreditation.
Financial Requirements
Source: REQUEST FOR INFORMATION ROBOTIC SPECROMETER.pdfPrice schedule must include: 1) Complete robotic spectrophotometer for COD analysis (minimum 48 sample positions, quantity: 2). 2) Bi-annual supply of vials for 36 months (ultra-high, high, medium, low ranges, including NIST-traceable calibration standards, quantity: 1). 3) Bi-annual maintenance for 36 months by factory-trained personnel (quantity: 12). 4) Repairs as needed (hourly rate) for 36 months by factory-trained personnel (quantity: 6 hours). 5) Training of personnel (quantity: 8). Pricing must be provided in unit price (excl. VAT), total price (excl. VAT), and total price (incl. VAT).
