(4) Risk Assessment: Minimum 11 points required to pass. Assesses capacity, reliability, experience, price realism, and methodology. Bidders may be disqualified for poor past performance (e.g., delays >25%, penalties, unsigned final accounts, poor defect management, contract terminations).

Scope: Appointment of Professional Service Providers (PSPs) for planning, design, construction monitoring, and close-out of sanitation projects in the Eastern Cape Province – Cluster 8. Core team requirements per sub-cluster: (1) Quantity Surveyor (Professionally Registered with >5 years post-registration experience). (2) Civil Engineer (Professionally Registered Engineer/Technologist with >5 years post-registration experience). (3) Architect (Professionally Registered with >5 years post-registration experience). (4) Geotechnical Engineer (Professionally Registered with >5 years post-registration experience). Team must be fully committed and available. Methodology must address: project governance and reporting structures, preparation and management of variation orders, final accounts, close-out reports, query resolution mechanisms, payment certificates linked to milestones, human resource allocation (key personnel roles), programme and scheduling, QA/QC processes, risk identification and mitigation, stakeholder engagement, cash flow projections, as-built drawings, full contract administration, and a 6-month implementation plan.

Pricing: Submit Pricing Schedule/Activity Schedule (C2.2). Payment terms: Payment certificates linked to completed project milestones. Professional Indemnity Insurance Proof is mandatory. Bidders may be requested to provide detailed cost breakdowns, including personnel rates, overheads, and project management costs. Fees must be realistic and market-related; significantly low bids (>20% below market) are considered high risk and may lead to disqualification. Financial capability will be assessed during risk evaluation.

Mandatory compliance documents: (1) Proof of registration on Central Supplier Database (CSD). (2) Valid SARS Tax Compliance Status PIN. (3) Company Registration Documents (Annexure B). (4) COIDA Certificate (Annexure C). (5) Originally certified B-BBEE Certificate or Sworn Affidavit (Annexure E). (6) SBD 1, SBD 4, and SBD 6.1 forms completed and signed. Professional registrations for core team members (Quantity Surveyors, Civil Engineers, Architects, Geotechnical Engineers) must be valid and submitted. Service Providers with poor performance history (written notices, terminations) will be disqualified. No prior terminations or poor performance notices from NECT or other employers.
