Evaluation follows a two-stage process: (1) Administrative Compliance: Bids missing mandatory documents (e.g., PSIRA certificate, COID, UIF, Bargaining Council, ICASA licence, police clearance, proof of armed response, liability insurance of at least R2M, SA citizenship for owners/officers, PSIRA audit reports, testimonials, and track record) will be disqualified. (2) Functionality (70% threshold): Bids must score ≥70 points on technical criteria to proceed. Points are allocated as follows: Experience (40 points: 8+ projects=40, 5-7=20, 1-4=10), Financial Capacity (30 points: R1.5M–R2M=30, R1M–R1.5M=20, R500K–R1M=15, R100K–R500K=10), Locality (30 points: Local Municipality=30, District=20, Province=10). Stage 2: 80/20 Preference Points System (80 for price, 20 for specific goals). Specific goals include B-BBEE ownership (51% black=5, women=7, youth=4, disability=2), locality in province (2 points). Scope: Provision of security services for Ntabankulu DoA Office (Alfred Nzo District) for 36 months. Deliverables: Patrolling, access control, screening/scanning of personnel/visitors/vehicles, asset safeguarding, escorting personnel, crime prevention, securing premises (lights/doors/windows), emergency assistance, maintaining visitor registers. Staffing: Minimum 2 unarmed guards (Grade D) per day/night shift (4 total). Equipment per guard: Two-way radios/cellphone radios (night duty), torches (night duty), batons (day shift), occurrence books, handcuffs, full uniform, name tags, pocket books, attendance register. Additional requirements: Guard house, local office with armed response within Alfred Nzo District, response vehicles. Service levels: Compliance with PSIRA rates for salaries, armed response capability, local office (subject to site inspection). Contract: 36-month fixed-term, SLA signed post-award. Pricing: Submit firm, all-inclusive total bid price for 36 months (no adjustments). Breakdown required: Monthly/yearly salary costs (Grade D guards), hourly rates, leave provisions, UIF, hospital cover, provident fund, COID/WCA, Bargaining Council Levy, PSIRA fees, uniforms, training, cleaning allowance. VAT (15%) must be shown separately. Pricing schedule must include yearly escalations (if any). Non-firm prices or prices subject to exchange rate variations will not be considered. Payment terms: Monthly invoicing post-service delivery. Bonds/guarantees: Liability insurance of at least R2 million required. Financial capacity: Proof of credit facility or available funds (R100K–R2M range for points).
