Source: Tender Document 8.3.26-2026 MN91-2026.pdfSubmit bids in sealed envelopes, clearly marked with the tender number and title, to the tender box at Bergrivier Municipal Offices, 13 Kerk Street, Piketberg by 12:00 on 05 June 2026. Bids addressed to municipal officials in their personal capacity will be disqualified. Bids must be placed in the tender box by the bidder or courier; the Municipality is not liable for bids not placed in the box. Only original bid documents completed in black ink are accepted. Late, incomplete, faxed, or emailed bids will not be considered. Proof of submission is not proof of receipt. Bids must remain valid for 120 days after the closing date. Use only the official bid forms provided; do not re-type. All figures and signatures must be original. Correction fluid/tape is not allowed; cross out errors in ink and initial all alterations. The Municipality reserves the right to accept any bid in full or in part, or reject all bids. Bids may not be withdrawn after submission.
Evaluation Criteria
Source: Tender Document 8.3.26-2026 MN91-2026.pdfEvaluation will follow the 80/20 Preferential Procurement Policy: 80 points for price, 10 points for specific participation goals, and 10 points for B-BBEE. The Preference Points Claim Form (MBD6.1) must be completed in full to qualify for preference points. The bid price must be VAT inclusive. Bids will be evaluated according to the Councilβs Supply Chain Management Policy. The Municipality is not obliged to accept the lowest bid.
Technical Specifications

Tender documents and specifications, including minimum requirements, are available on the Municipalityβs website (www.bergmun.org.za) free of charge or as a hard copy for a non-refundable fee of R70.00. Goods must conform to the standards specified in the bidding documents. Delivery must comply with the contract terms, including packing, insurance, and transportation requirements. The supplier is responsible for ensuring goods are delivered as per the contract specifications and timeframes.
Financial Requirements

Payment will be made within 30 days of invoice submission, accompanied by a delivery note and fulfillment of other contractual obligations. Prices must not vary from those quoted in the bid, except for authorized adjustments or bid validity extensions. For contracts exceeding R1,000,000, the bidder must be VAT-registered to issue tax invoices. The Municipality will deem prices above R1,000,000 as VAT-inclusive, even if stated otherwise. VAT registration number of Bergrivier Municipality: 4000 846 172. Performance security may be required within 30 days of contract award, in the form of a bank guarantee, irrevocable letter of credit, or cashierβs/certified cheque.

A valid Tax Clearance Certificate, Tax Compliance Status (TCS) Pin, or CSD registration number must be submitted with the bid. Failure to submit these may result in bid invalidation. Bidders must complete and submit the following forms with their bid: Authority to Sign a Bid (with certified resolution copy if applicable), MBD 4 (Declaration of Interest), MBD 6.1 (Preference Points Claim Form), MBD 8 (Declaration of Past Supply Chain Practices), MBD 9 (Certificate of Independent Bid Determination), MBD 10 (Certificate of Payment of Municipal Accounts), OHSA Declaration (with valid Letter of Good Standing from the Compensation Commissioner), Form of Indemnity, Pricing Schedule, Form of Offer, and Declaration by Tenderer. Joint ventures must submit a copy of the Joint Venture Agreement. Consortia/partnerships must provide details and signatures of all members. Bidders must declare any relationship with persons in the service of the state. No bids will be accepted from persons in the service of the state. Bidders must not be in arrears with municipal rates, taxes, or service charges.
