The briefing session will start punctually; information will not be repeated for late arrivals. Attendance is encouraged but not mandatory. Bidders should bring a copy of the RFP and arrange site visits via the dedicated email address.

Bidders can upload their proposals through the Transnet e‑Tenders portal (Chrome recommended).

• All required returnable documents must be uploaded to the Transnet e‑Tenders portal (https://transnetetenders.azurewebsites.net) before the closing time.
• Mandatory returnable documents (e.g., SBD 1 form, Certificate of Acquaintance, RFP Declaration, Specific Goals Claim Form, Job Creation & Skills Development, Personal Information Protection, Attendance Certificate) must be signed, stamped and dated – failure results in automatic disqualification.
• Essential returnable documents (e.g., Rental Offer Price, B‑BBEE certificate or sworn affidavit, Company profile, Business plan, Reference letters, Bank rating) must be submitted; missing items may be allowed a short extension but can still lead to disqualification.
• All uploaded files must use only alphanumeric characters (no special symbols) and be limited to 30 MB per upload; multiple uploads are permitted.
• Bids must be lodged at least one day before the deadline to avoid technical issues; late or incorrectly uploaded bids will be rejected.
• The bid remains valid for 120 business days from the closing date; Transnet may request an extension, and failure to comply will result in exclusion.

The SBD 1 form must be completed and submitted as an essential returnable document by the closing date and time.

• Scope – Lease of 191 m² land at Alkmaar Road, Cape Town, for up to 10 years (as‑is, “voetstoots”). Intended use: storage/lay‑down area for container terminal operations.
• Exclusions – No handling/storage of hazardous chemicals, fertilizers, truck refuelling, dust minerals, or any activity that contravenes applicable laws.
• Obligations – Successful bidder must carry out any required refurbishments, repairs or upgrades at its own cost and ensure the premises are fit for the declared purpose. Beneficial occupation may be negotiated but must be justified in the Business Plan and the bidder bears all holding costs during that period.
• Inspections – Bidders must inspect the site before submitting a proposal; Transnet accepts no liability for undiscovered defects.
• Environmental – Bidders must provide a statement on waste disposal, recycling and energy‑conservation practices (see Annexure 2 – Draft Environmental Management Plan).

• Evaluation follows a staged methodology (Diagram 1): Step 1 – Administrative Responsiveness, Step 2 – Substantive Responsiveness, Step 3 – Technical/Functional scoring (minimum 66.67 %).
• Scoring combines weighted points for experience, track record, business plan, market analysis and maintenance plan.
• Rental price is scored using either PS = 80(1+Pt‑Pmax)/Pmax or PS = 90(1+Pt‑Pmax)/Pmax, where Pt is the bidder’s price and Pmax the highest acceptable price.
• Specific Goals claim form adds up to 20 points (or 10 points) based on achievement of predefined objectives.

• Minimum of 2 years’ relevant experience is required; bidders must provide a company profile and at least two reference letters not older than five years.
• Experience evidence should include details of previous storage/lay‑down projects, client names, project scope, duration and bank rating.
• Track record is assessed via a bank rating (A, B, C, D) and must be no older than three months.
• The business plan must demonstrate how the proposed use aligns with the Port Development Framework Plan and adds value to port operations.

All rental offers must be quoted in ZAR inclusive of VAT; non‑conforming formats may be declared non‑responsive.

• Pricing Format – Complete the Rental Offer Summary table (rate per m², VAT 15 %, monthly and annual totals, escalation rate) and submit in South African Rand inclusive of VAT.
• Escalation – Annual escalation must be shown in the offer; Transnet will verify calculations.
• Market‑Related Rental – If the highest‑scoring bid is not market‑related, Transnet may negotiate a market‑based rental with the top‑ranked bidder or move to the next rank.
• Validity – Bids must remain valid for 120 business days from the closing date; extensions may be requested.
• Tax Compliance – Submit a SARS Tax Compliance Status (TCS) PIN or printed TCS certificate; if no TCS, provide a CSD number. Foreign bidders without a South African entity must register on the Central Supplier Database (CSD) and may need to incorporate a local company.
• B‑BBEE – Provide a verified B‑BBEE certificate or sworn affidavit as required.

• Central Supplier Database (CSD) – All bidders must be registered on the CSD before submission; foreign bidders without a local entity must still register.
• Tax Compliance – Provide TCS PIN or certificate; maintain compliance with Income Tax Act and VAT Act for the lease term.
• Employment Equity Act – Comply with Section 53 and related provisions.
• Integrity Pact & DPIP/FPPO – Disclose any relationships with Domestic Prominent Influential Persons or Foreign Prominent Public Officials using the DPIP/FPPO form (Annexure 6).
• Security Clearance – Successful bidder must obtain the required security clearance (Confidential/Secret/Top Secret).
• Confidentiality – All RFP information is confidential; any disclosure requires Transnet’s written approval.
• Legal Review – Lease terms are subject to review and approval by Transnet’s legal counsel.

A JV will be evaluated based on a single consolidated B‑BBEE scorecard (verification certificate).

• All bid documents must be signed and dated by an authorised signatory (Section 4.1).
• Returnable documents listed in the Proposal Form (Section 5) must be submitted with the bid (Section 4.2).
• Bidders must comply with the Occupational Health and Safety Act and any site‑specific safety plans; failure to do so may lead to disqualification (Section 6.1‑6.5).
• Security clearance to the appropriate level (Confidential/Secret/Top Secret) is mandatory for the successful bidder (Section 12).

• Annexure 1 provides the lease plan; Annexure 2 is the Draft Environmental Management Plan.
• Bidders must describe their environmental commitments, including waste disposal, recycling and energy‑conservation practices.
• Any activity that could cause environmental harm (e.g., storage of hazardous chemicals) is expressly excluded.
• Transnet may require additional environmental monitoring reports during the lease term.

Any changes to the standard lease terms must be reviewed and approved by Transnet’s legal counsel before the final award.

Transnet is not liable for any preparatory costs incurred by bidders, regardless of award outcome.

DPIP/FPPO disclosure is required; bidders must complete the DPIP/FPPO form and Transnet will publish a list of agreements with such persons annually.

Step 7 – Award is confirmed by a Letter of Award; the final lease agreement is then concluded.
