• Scope: lease of 780 m² of land at Alkmaar Road, Port of Cape Town, for storage/lay‑down use, for up to ten (10) years (as‑is, voetstoots).
• Current condition: property is occupied and used for storage; exclusions include hazardous chemicals, fertilizer storage, truck refuelling, dust‑mineral storage, and any activity requiring additional licences.
• Obligations of the successful bidder:
• Undertake any required refurbishment, repairs, upgrades or capital improvements at own cost.
• Ensure the premises are fit for the intended purpose and comply with all applicable laws.
• If beneficial occupation is required, justify it in the Business Plan and bear all holding costs.
• Conduct a site inspection before submitting the bid; TNPA accepts no liability for failure to inspect.
• Environmental considerations: bidders must provide a statement on waste disposal, recycling and energy‑conservation practices (see Annexure 2 – Draft Environmental Management Plan).
• Deliverables: signed lease agreement, compliance with General Bid Conditions, and adherence to any special conditions listed in the annexures.

• Evaluation follows the diagram in Section 5: Step 1 (administrative), Step 2 (substantive), Step 3 (technical), Step 4 (final scoring), Step 5 (objective criteria), Step 6 (post‑tender negotiations), Step 7 (award).
• Technical evaluation may be conducted in parallel to expedite the process.
• For joint ventures, the majority shareholder is evaluated first; a consolidated B‑BBEE scorecard is used.
• Schedules must be linked to the methodology and presented as calendar/Gantt charts (concise, good or average).

• Minimum of 2 years’ relevant experience in storage/lay‑down operations.
• Provide a company profile and at least two reference letters (not older than 5 years) for similar projects.
• Submit bank rating evidence (rating not older than 3 months).
• Demonstrate alignment of proposed operations with the Port Development Framework Plan.
• Show financial viability through cash‑flow projections signed by a qualified finance professional.

• Provide rental figures in the prescribed table: extent (m²), rate per m² (excl. VAT), VAT 15 %, monthly rent (incl. VAT), annual rent (excl. VAT), escalation rate, and total rent inclusive of VAT for each of the five lease years.
• Include annual escalation in the overall offer.
• All amounts must be quoted in South African Rand inclusive of VAT.
• Use the exact format; any deviation may result in a non‑responsive bid.

• Rental Offer Schedule – provide monthly rent per m² (incl. VAT 15 %), total monthly rent, annual rent (excl. VAT), escalation rate and total rent inclusive of VAT for each of the five lease years.
• Pricing format: use the Rental Offer Summary table (Annexure 1). Deviations from the prescribed format will render the bid non‑responsive.
• Escalation: annual escalation must be included in the submitted figures.
• VAT: all amounts must be quoted in South African Rand inclusive of VAT.
• Bid validity: 120 business days from the closing date.
• No bonds or guarantees are explicitly required, but Transnet reserves the right to request additional financial security during post‑tender negotiations.
• Payment terms: to be agreed in the final lease agreement; rental is payable monthly in advance.

• Tax compliance – submit a SARS Tax Compliance Status (TCS) PIN or printed TCS certificate; each consortium member must provide its own TCS or CSD number.
• Central Supplier Database (CSD) – all bidders must be registered on the National Treasury CSD prior to submission (foreign bidders without a local entity are exempt).
• B‑BBEE – provide a verified B‑BBEE status level certificate or sworn affidavit (mandatory for all bidders; JV evaluated on a consolidated B‑BBEE scorecard).
• Employment Equity Act – compliance with Section 53 and related provisions is required.
• Security clearance – successful bidder and key personnel must obtain the appropriate security clearance (Confidential/Secret/Top Secret) at their own expense.
• DPIP/FPPO disclosure – disclose any relationship with Domestic Prominent Influential Persons or Foreign Prominent Public Officials as per Transnet policy.
• Integrity & probity – bidders must not be in breach of the Integrity Pact; any proven breach may lead to disqualification and placement on the restricted bidders list.

• Submit a verified B‑BBEE status level certificate (or sworn affidavit for EMEs/QSEs).
• For joint ventures, a consolidated B‑BBEE scorecard will be evaluated.
• Preference points are awarded for meeting the specific goals outlined in the Specific Goals Claim Form (Section 9).

• All documents must be signed and dated by an authorised person.
• Bidders must not canvass Transnet officials between the closing date and award.
• Collusion or attempts to influence Transnet staff will result in automatic disqualification.
• Security clearance (Confidential/Secret/Top Secret) is a prerequisite for the successful bidder and its personnel.
• Transnet will publish outcomes within 10 days; unsuccessful bidders may request reasons.

• Annexure 2 – Draft Environmental Management Plan outlines required environmental commitments.
• Bidders must provide a statement on waste disposal, recycling and energy‑conservation practices.
• Any activity involving hazardous chemicals, fertilizers, fuel‑stations or dust‑mineral storage is excluded.
• Compliance with all relevant environmental legislation is mandatory.

• The lease will be governed by the Standard Lease Agreement (subject to amendment), General Bid Conditions and any special conditions listed in the annexures.
• Successful bidder must undertake all required refurbishments, repairs and upgrades at its own cost.
• Lease term up to ten (10) years; renewal only by mutual agreement.
• Early termination may occur if the bidder fails to comply with material terms, tax compliance, security clearance or integrity requirements.
• Penalties apply for failure to sign the lease within five (5) business days of award.
• Transnet may cancel the RFP if a market‑related rental cannot be agreed.
• All disputes are governed by South African law; jurisdiction is the courts of the Republic of South Africa.

• Submit SARS Tax Compliance Status (PIN or TCS certificate) for the bidder and each JV/sub‑contractor.
• Register on the National Treasury Central Supplier Database (CSD) before submission.
• Provide B‑BBEE verification certificate or sworn affidavit.
• Disclose any relationship with DPIP/FPPO as per Transnet policy.
• Obtain security clearance (Confidential/Secret/Top Secret) for the successful bidder and key personnel.
• Comply with the Employment Equity Act.
• The bidder is fully responsible for the acts and omissions of its employees and subcontractors.

• Step 1 – Administrative Responsiveness: bid lodged on time and signed.
• Step 2 – Substantive Responsiveness: includes a priced rental offer as per the schedule.
• Step 3 – Technical Minimum Threshold: achieve ≥ 66.67 % across weighted criteria (experience, references, bank rating, PDFP alignment, market analysis, value‑add, WBS, maintenance plan, financial viability).
• Step 4 – Final Weighted Scoring: Rental Offer Price (80 pts or 90 pts) using PS = 80 (1 + (Pt‑Pmax)/Pmax) or PS = 90 (1 + (Pt‑Pmax)/Pmax); Specific Goals (20 pts or 10 pts).
• Step 5 – Objective Criteria: rotation policy, integrity breaches, insolvency, conflict of interest, etc., may override the highest score.
• Step 6 – Post‑Tender Negotiations: negotiate market‑related rent with top‑ranked bidders or cancel the RFP.
• Step 7 – Award: Letter of Award followed by lease agreement execution.
