The envelope must be clearly marked with the tenderer’s name, address, tender number (121/2026), title, and closing date. Place the envelope in the official tender box at 16 Woltemade Street (front entrance), Jeffreys Bay, Room 122, before 12:00 on 10 June 2026. Late, telephonic, telegraphic, telex, facsimile, or emailed submissions will not be accepted. An original hard copy AND an electronic copy (on USB/SD card only; CDs must be in readable condition) must be submitted. Failure to submit both will deem the bid non-responsive. Attend the compulsory virtual clarification meeting on 25 May 2026 at 10:00 via the provided Teams link (Meeting ID: 350 192 298 480 477, Passcode: Ft93hK3z). Late attendees (10+ minutes) will not be allowed. Sign the attendance register in the chat panel. Ensure all returnable documents (Part T2) are completed in non-erasable ink. Corrections in the Schedule of Rates must be crossed out and initialed; correction fluid is not permitted. Joint ventures must use the standard CIDB Joint Venture Agreement and submit proof of authorisation for signatories.

Minimum functionality score of 70% is required to qualify. Functionality criteria (max 80 points) include: Company experience (40 points) in road rehabilitation/reconstruction using bitumen stabilisation (projects > R20m in the last 10 years); Key personnel qualifications and experience (Contracts Manager: 10 points, Site Agent: 10 points, General Foreman: 10 points, OH&S Officer: 10 points). B-BBEE preference points (max 5) are awarded based on the tenderer’s B-BBEE status level (Level 1: 5 points, Level 2: 4 points, etc.). Specific goals (max 5 points) include: Location of enterprise (5 points for Kouga Local Municipality, 3 points for Sarah Baartman District/Nelson Mandela Metro, 2 points for Eastern Cape, 1 point for outside Eastern Cape).
