Appointment of a panel of five (5) suppliers for the supply and delivery of various concrete products for the City of Johannesburg on an as-and-when required basis for a period of 36 months. Products include pipes, culverts, manhole components, ready-mix concrete, kerbs, paving, retaining walls, beams, columns, lintels, and miscellaneous items.

Submit completed physical documents in non-erasable black ink. Do not use correction fluid or tape. All prices must be firm, exclude VAT, and include separate delivery costs where applicable. Delivery period: within 2 weeks from date of order. Prices fixed for the first 12 months, then subject to escalation. Tenderers may write 'N/A' for non-applicable load classes per SANS specifications. Blank cells must be completed by the tenderer.

Supply and delivery of various concrete products for the City of Johannesburg on an as-and-when required basis for 36 months. Products include: interlocking concrete pipes (SANS 676/677), rectangular portal culverts (SANS 986), manhole rings/slabs (SANS 1294), concrete lids/frames, ready-mix concrete (SANS 10100-1/2), kerbs/edging (COLTO/SANS 1058), paving blocks (SANS 1058), retaining wall products, beams/columns/lintels, and miscellaneous items (bollards, benches, steps). All products must meet specified SANS/COLTO standards. Delivery rates and distances are detailed separately.

Firm prices only; non-firm prices will be disqualified. All prices must exclude VAT. Delivery costs must be priced separately. Pricing structure: fixed for the first 12 months, then subject to escalation. Pricing sheets cover 12 categories (e.g., pipes, culverts, ready-mix concrete) with unit prices per item. Delivery rates vary by distance (0-20 km, 20-50 km, 50-100 km) and vehicle type (10m³ truck, 14-ton flatbed). Surcharges apply for crane-assisted offloading and standing time exceeding 90 minutes.

Must be a legal entity registered in South Africa; Must be registered on National Treasury Central Supplier Database (CSD); Must be tax compliant with SARS; Must have suitable experience in supply and delivery of concrete products; Must NOT be listed on National Treasury Database of Restricted Suppliers; Directors/shareholders must NOT be in service of state; Must have operational capacity, resources, equipment and logistics capability; Must have valid COIDA Letter of Good Standing; Must be registered with CIDB in appropriate grading designation; Must not have been terminated on previous contracts with JDA or organs of state within last 5 years; Must submit valid ISO certificates and SABS product certifications.

Scope: Supply and delivery of various concrete products for the City of Johannesburg on an as-and-when-required basis for 36 months. Products include: Interlocking Concrete Pipes, Rectangular Portal Culverts, Manhole Rings, Manhole Slabs, Concrete Lid & Frame. Standards: Must comply with South African Bureau of Standards (SABS) and relevant SANS specifications, including material strength requirements (MPa classes). Manufacturing capacity: Bidder must demonstrate sole manufacturing autonomy over at least 50% of the end-products listed in the Schedule of Rates. Bidder must be the primary entity executing core fabrication, assembly, and quality control. Consortia, brokerage firms, or third-party sourcing agents without direct production-line oversight are excluded. Operational capacity: Bidder must have the resources, equipment, and logistics capability to fulfill supply and delivery obligations.

Pricing: Submit a Schedule of Rates (Form B15) for all items listed (Excl. VAT, Excl. Delivery unless specified). Price evaluation will be based on Sheets 1–5: Interlocking Concrete Pipes, Rectangular Portal Culverts, Manhole Rings, Manhole Slabs, Concrete Lid & Frame. Total price must be inclusive of VAT. Payment terms: Not specified. Financial guarantees: Submit a Letter of Intent from a financial institution to provide a Construction Guarantee (Form A14) as per GCC requirements. Audited financial statements for the past 3 years must be submitted. Bank rating and estimated monthly expenditure (Form B8) are required. SMME Plan (Form B31) must be included.

Mandatory compliance: Registered legal entity in South Africa. Registered on the National Treasury Central Supplier Database (CSD). Valid Tax Clearance Certificate and Tax Pin Number (Form A12). Valid COIDA Letter of Good Standing (Form B18). CIDB registration with appropriate grading (Form B17). For joint ventures, a combined CIDB grading certificate is required. B-BBEE: Valid original or certified B-BBEE status level verification certificate (Form B2) from SANAS-accredited agencies or IRBA-approved auditors. EMEs may submit a sworn affidavit. Subcontracting: Cannot subcontract more than 25% of the contract value to an enterprise with a lower B-BBEE status.
