• Bids must be received by 11:00 on 27 February 2026; late submissions will be rejected.
• Use the official Standard Bidding Documents (SBD) forms only; do not alter content or sequence of SBD4.
• Complete the bid register on receipt; failure to sign the register may invalidate the bid.
• All required annexures (A‑J) must be completed, signed and attached in the prescribed order.
• Provide a Tax Compliance Status (TCS) PIN or CSD number for each party (including consortia/joint‑ventures).
• The bid is valid for 120 days from the closing date.
• The Department reserves the right to negotiate pre‑ or post‑award and to award no contract.

• Preference point system 80/20: 80 points for price, 20 points for specific goals (women ownership 6, black ownership 12, SMME 2).
• Minimum functional score: 80 out of 100 points must be achieved in the technical/functionality assessment.
• Technical evaluation (functionality) is scored first; only bids meeting the 80‑point threshold proceed to financial evaluation.
• Financial proposals are scored on price (80 points) using a pro‑rata formula; lower price = higher points.
• Specific‑goal points are added to price points and rounded to two decimal places.
• In case of equal total points, the bid with the higher specific‑goal score wins; if still tied, a draw of lots will decide.
• The Department may allocate zero points for specific goals if supporting evidence is not submitted.

Scope: 14‑month contract to provide support, maintenance and development for Microsoft SharePoint 2019/Subscription Edition applications (knowledge portal, website, intranet) hosted on SITA Cloud and Tourism House.

Resources:

• SharePoint Farm Administrator/SQL DBA (minimum 5 years experience, relevant Microsoft certifications).
• .NET/SharePoint Developer (minimum 5 years experience, Microsoft developer certifications).
• Resources to work remotely but be available on‑site as required.

Services:

• Server/software maintenance, patching, security, backups, disaster‑recovery, migration, performance monitoring, capacity planning, ICT governance, change control, monthly health‑check reports and analytics.

Support hours: 24 hours/3 days per week for admin; 40 hours/week for development; 200 reserved support hours over the contract (must be priced separately).

Deliverables: Monthly performance/analytics reports, system audit documents, access violation reports, timesheets, service‑review minutes, change requests, functional and technical specifications.

Mandatory compliance: Service Level Agreement with the Department, accredited under SITA Transversal RFB 1183 (Gauteng).

• Submit a detailed financial proposal (budget breakdown) including VAT.
• Price will be evaluated for 80 points using a formula where the lowest acceptable price receives full 80 points; higher prices receive proportionally fewer points.
• Provide the hourly rate for the 200 reserved support hours.
• No specific bid bond or guarantee is mentioned; however, the bid must be valid for 120 days.
• Financial proposals are only considered after the technical score meets the 80‑point threshold.

• Tax compliance: submit SARS Tax Compliance Status (TCS) PIN or CSD number for each entity (including consortia/joint‑ventures).
• B‑BBEE: minimum level 1; submit sworn B‑BBEE affidavit, certificates and supporting documents to claim points for women ownership (6), black ownership (12) and SMME status (2).
• Microsoft partnership: provide proof of a valid Microsoft Certified Partnership.
• South African registration: only SA‑registered companies may bid; must have a physical Gauteng office with recent proof (municipal bill, lease or tribal letter).
• No persons in the service of the State or related close corporations may participate.
• Submit company registration (CIPC) documents, ID copies, CSD full report, and any required annexures (A‑J).
