1. Administrative compliance – verification of completed SBDs, CSD registration, tax clearance, B‑BBEE documentation, etc.
2. Mandatory requirements – accreditation for the NQF 5 Banking learnership, proof of SAQA/QCTO accreditation, BANKSETA accreditation, COIDA good‑standing letter, and minimum project award evidence.
3. Functionality (70 % minimum) – points awarded for experience (30 pts), facilitator/assessor/moderator CVs (10‑15 pts each), methodology (20 pts), and project plan (10 pts). Bidders scoring <70/100 are eliminated.
4. Presentation/Demonstration – scored out of 100; must also achieve ≥70 pts to proceed.
