Evaluation is conducted in five stages:

1. Administrative compliance – verification of completed SBDs, CSD registration, tax clearance, B‑BBEE documentation, etc.

2. Mandatory requirements – accreditation for the NQF 5 Banking learnership, proof of SAQA/QCTO accreditation, BANKSETA accreditation, COIDA good‑standing letter, and minimum project award evidence.

3. Functionality (70 % minimum) – points awarded for experience (30 pts), facilitator/assessor/moderator CVs (10‑15 pts each), methodology (20 pts), and project plan (10 pts). Bidders scoring <70/100 are eliminated.

4. Presentation/Demonstration – scored out of 100; must also achieve ≥70 pts to proceed.

5. Price and Specific Goals (80/20 preference point system) – price accounts for 80 pts, specific B‑BBEE/enterprise size/ownership goals account for 20 pts. Bidders must complete SBD 6.1 with supporting evidence to claim these points.

Tie‑breakers: highest specific‑goals score, then drawing of lots. Sedfa may negotiate with the preferred bidder.

Scope: Recruit and deliver learnership training for 57 learners to obtain the National Certificate in Banking (NQF 5, SAQA 20186).

Delivery medium: Physical classroom setting; venue must be approved by Sedfa.

Learning resources: Provider must supply all NQF 5 banking training materials.

Project duration: 18 months, with Phase 1 (administrative) starting March 2026 and Phase 2 (monthly reporting) continuing through completion.

Key deliverables: recruitment of 57 black learners (Matric with Maths or Accounting), training implementation, assessment, moderation, issuance of certificates, monthly/quarterly progress reports, stipend payments (R4 500 per learner per month), and final project report.

Staff requirements: Minimum three qualified facilitators (10 pts), three assessors (15 pts), one moderator (15 pts); all staff must be South African citizens and have relevant SAQA/QCTO certificates.

Methodology: Detailed training approach, risk and dropout management plan required.

Project plan: Must include activities, cost per activity, timeline, and allocated human resources.

Pricing must be submitted on the SBD 3 price form; all prices must be fixed, inclusive of VAT and any disbursements.

Bidder must provide a price proposal as per the Bid Proposal Template (Appendix 1).
