Failure to comply with submission requirements (e.g., missing forms, incorrect address, or late delivery) may invalidate the bid. Successful bidders must complete and sign the SBD7 contract form.

General disqualification: Bids from persons in the service of the state, or companies/close corporations with directors/members in the service of the state, will not be considered. Tax compliance: Bidders must submit a valid Tax Compliance Status (TCS) PIN or CSD number. Foreign suppliers: Must complete the foreign supplier questionnaire if not a RSA resident or without a branch/permanent establishment/source of income/tax liability in RSA. TCS PIN not required if all questionnaire answers are 'No'. B-BBEE: Submit a B-BBEE Status Level Verification Certificate or sworn affidavit (for EMEs/QSEs) to qualify for preference points.

Tax Compliance: Submit a valid Tax Compliance Status (TCS) PIN from SARS or a printed TCS certificate. If no TCS PIN is available, provide a Central Supplier Database (CSD) number. Consortia/joint ventures must submit separate TCS certificates/PINs/CSD numbers for each party. B-BBEE: Submit a B-BBEE Status Level Verification Certificate or a sworn affidavit (for EMEs and QSEs) to qualify for preference points. Foreign suppliers: If not a RSA resident, without a branch, permanent establishment, income source, or tax liability in RSA, no SARS TCS PIN is required. Proof of authority (e.g., company resolution) must be submitted for bid validity. Bids from state employees, companies with state-employed directors, or close corporations with state-employed members will not be considered.
