Mandatory returnable documents include: SBD 1 (Invitation to Bid Form, completed and signed), SBD 4 (Bidder’s Disclosure, completed and signed), SBD 6.1 (Preference Points Claim Form, completed and signed), proof of CSD registration, valid SARS Tax Compliance Status PIN, company registration documents (Annexure B), COIDA Certificate (Annexure C), originally certified B-BBEE Certificate or Sworn Affidavit (Annexure E), Annexure F (Proposed Organisation and Staffing, including Form D1-1 for all team members), Annexure G (Current/Previous Projects, last 3 years), Annexure H (PSP Performance Evaluation Form), and additional reference forms (minimum three projects). Four-stage evaluation process: Stage 1: Administrative Compliance – Mandatory documents are verified. Automatic disqualification for missing any required returnable. Stage 2: Functionality – Minimum 70 points required to proceed. Evaluates: professionally registered team (QS, Civil/Structural Engineer, Architect, Geotechnical Engineer with 1–5+ years’ experience), relevant sanitation project experience (appointment letters, reference letters), methodology, capacity, and risk assessment. Stage 3: Price and Preference Points – 80/20 system: 80 points for price (calculated using the formula Ps = 80

• (1 – (Pt/Pmin))), 20 points for B-BBEE (Black African Ownership: 10, Women Ownership: 5, Youth Ownership: 3, People with Disabilities Ownership: 2). Stage 4: Risk Assessment – Minimum 11 points required. Evaluates workload/capacity, reliability (project delivery timelines), experience/reputation (references), price realism (market-related fees), and methodology. Bidders must pass all stages to be considered. Risk assessment may include interviews and requests for additional documentation.

Scope: Appointment of Professional Service Providers (PSPs) for the planning, design, construction monitoring, and close-out of sanitation projects in the Eastern Cape Province – Cluster 4. Core team requirements per sub-cluster: 1x Professionally Registered Quantity Surveyor (minimum 1 year post-registration experience, 5+ years preferred), 1x Professionally Registered Civil/Structural Engineer (minimum 1 year post-registration experience, 5+ years preferred), 1x Professionally Registered Architect (minimum 1 year post-registration experience, 5+ years preferred), 1x Professionally Registered Geotechnical Engineer (minimum 1 year post-registration experience, 5+ years preferred). Team members must be fully committed and available for the project duration. Methodology must address: project governance and reporting structures, preparation/management of variation orders, final accounts, close-out reports, query resolution mechanisms, payment certificates, human resource allocation (roles and responsibilities), programme/scheduling, QA/QC processes, risk identification/management/mitigation, stakeholder engagement (schools, DBE, communities), cash flow projections, as-built site development plans/drawings, full contract administration, and a clear implementation plan demonstrating completion within six (6) months.

Pricing must be submitted via the Pricing Schedule/Activity Schedule (C2.2). Payment is linked to completed project milestones via payment certificates. Professional Indemnity Insurance proof is mandatory. Detailed cost breakdowns (personnel rates, overheads, project management costs) may be requested. Fees must be realistic and market-related. Offers significantly below market norms (>20%) may be deemed high risk. Pricing must align with the scope of services and ensure sustainability of delivery.

Mandatory compliance documents: Proof of registration on Central Supplier Database (CSD), valid SARS Tax Compliance Status PIN, company registration documents (Annexure B), COIDA Certificate (Annexure C), originally certified B-BBEE Certificate or Sworn Affidavit (Annexure E). Professional registrations for all key personnel (e.g., SACAP for Architects, ECSA for Engineers, SACQSP for QS) must be valid and submitted. SBD 4 (Bidder’s Disclosure) must disclose any past poor performance, contract terminations, or unresolved final accounts. Service providers with unresolved performance issues (e.g., delays >25%, penalties, unsigned final accounts, poor defect management) may be disqualified. B-BBEE points are allocated as follows: Black African Ownership (10 points), Women Ownership (5 points), Youth Ownership (3 points), People with Disabilities Ownership (2 points).
