Mandatory documents (m1–m15) include: signed RFP on letterhead, SARS tcs pin (compliant at closing), active csd registration with maaa number, certified cipc registration, certified ID copies of directors (≤3 months), valid b-bbee certificate or sworn affidavit, VAT certificate (if vendor), proof of banking details, signed sbd 4 declaration, popia/confidentiality undertaking, proof of payroll software licence compatible with SARS paye brs and e@syfile, professional indemnity insurance, and signed jv/consortium agreement if applicable. Functionality evaluation (stage 2) is scored out of 100; minimum qualifying score is 75 points. Criteria: relevant experience (20), references (15), key personnel (30), and methodology/controls (35). Evidence must be provided as specified; zero points where evidence is absent. Price and preference points (stage 3) use the 80/20 system; specific goals: black african ownership (10), women ownership (5), youth ownership (3), people with disabilities ownership (2). Claims must be substantiated with b-bbee documentation. Pricing schedule must be completed in full; all amounts exclude VAT (shown separately). Offer valid for 90 days from closing date. Implementation/take-on and parallel run must be at NO additional cost.
