Four-stage evaluation process: Stage 1 - Administrative Compliance: Mandatory documents must be submitted; failure results in automatic disqualification. Stage 2 - Functionality: Minimum 70 points required to proceed. Criteria include: professionally registered Quantity Surveyors, Civil/Structural Engineers, Geotechnical Engineers, and Architects with 1–5+ years’ post-registration experience; appointment letters for similar sanitation projects (1–3 letters); reference letters scoring 60–100 points; projects with value above R1 million. Stage 3 - Price and Preference Points: 80/20 system (80 points for price, 20 for B-BBEE). Stage 4 - Risk Assessment: Minimum 11 points required. Assessed areas: workload and capacity, reliability, experience and reputation, price offered, project implementation methodology. Bidders may be disqualified for: projects delivered >25% beyond timelines, penalties incurred, unresolved contractual obligations, poor defect management, or contract terminations due to non-performance.

Scope: Appointment of Professional Service Providers (PSPs) for the planning, design, construction monitoring, and close-out of sanitation projects in the Eastern Cape Province – Cluster 3, under the Department of Basic Education’s Sanitation Appropriate for Education (SAFE) Programme. Core team requirements per sub-cluster: 1x Professionally Registered Quantity Surveyor (5+ years’ experience), 1x Professionally Registered Civil/Structural Engineer, 1x Professionally Registered Architect (5+ years’ experience), 1x Professionally Registered Geotechnical Engineer (5+ years’ experience). All core staff must be fully committed and available. Methodology must address: project governance and reporting structures; preparation and management of variation orders, final accounts, close-out reports, and final completion processes; mechanisms for addressing queries from NECT Project Managers, QS team, and DBE; preparation and submission of payment certificates linked to milestones; human resource allocation with defined roles; programme and scheduling approach; QA/QC processes; risk identification, management, and mitigation; stakeholder engagement; cash flow projections; provision of as-built site development plans and drawings; full contract administration; clear implementation plan demonstrating ability to complete all aspects within six (6) months.

Pricing must be submitted via the Pricing Schedule/Activity Schedule (C2.2). Payment is linked to completed project milestones via payment certificates. Bidders must provide detailed cost breakdowns (personnel rates, overheads, project management costs) if requested. Professional Indemnity Insurance Proof is mandatory. Fees must be realistic and market-related; significantly low offers (e.g., >20% below market norms) may be deemed high-risk and disqualified.

Mandatory compliance documents: Proof of registration on the Central Supplier Database (CSD), Valid SARS Tax Compliance Status PIN, Company Registration Documents (Annexure B), COIDA Certificate (Annexure C), Originally certified B-BBEE Certificate or Sworn Affidavit (Annexure E). Mandatory forms: SBD 1 (Invitation to Bid), SBD 4 (Bidder’s Disclosure), SBD 6.1 (Preference Points Claim), all completed and signed. Professional registration certificates for all key personnel must be submitted. Service Providers with a history of poor performance (e.g., delays, penalties, unresolved contracts, terminations) on NECT/DBE projects will be disqualified. SBD 4 must confirm no such history exists.
