Submit a sealed tender in the tender box at Stellenbosch Municipality, Town House Complex (Main Building between Town Hall and Municipal Library), Plein Street, Stellenbosch. Envelope must be clearly marked with 'B/SM 115/26 PROCUREMENT OF FORTINET FIREWALL SUBSCRIPTION LICENSES (FORTIANALYZER AND FORTIGATE) AND MIGRATION SERVICES FOR THE PERIOD ENDING 30 JUNE 2029'.

• Tenders must be valid for 180 days after closing.
• Late, electronic, telephonic, or faxed tenders will not be accepted.

Evaluation follows the 80/20 Preferential Procurement Policy:

• Price: 80 points
• B-BBEE Status Level of Contribution: 10 points (submit B-BBEE Certificate or original Sworn Affidavit for EMEs/QSEs)
• Locality: 10 points (based on business address, lease agreement, or sworn affidavit)
• Total: 100 points

Tender will be evaluated in terms of the General Conditions of Contract (GCC), Supply Chain Management Policy, and Stellenbosch Preferential Procurement Policy (effective 16 January 2023).

Award is subject to signing a Service Level Agreement (SLA).

Procurement of Fortinet Firewall Subscription Licenses (FortiAnalyzer and FortiGate) and migration services for the period ending 30 June 2029. Successful bidder must sign a written contract form (MBD7).

Scope includes:

• Supply of FortiAnalyzer and FortiGate subscription licenses.
• Migration services for the specified period.

Note: Detailed specifications are available in Part B, Section 14 of the tender document.

Pricing must be quoted in South African Rand (ZAR) and inclusive of VAT. Total bid price must be clearly stated and remain fixed for 180 days after tender closing.

• Payment terms: Invoices must be accompanied by a delivery note. Payments will be made within 30 days of invoice submission.
• For contracts exceeding R1,000,000, bidders must be VAT-registered to issue tax invoices. VAT number must be shown on each invoice.
• Performance security (amount specified in SCC) must be furnished within 30 days of contract award. Acceptable forms: bank guarantee, irrevocable letter of credit, or cashier’s/certified cheque.
• Prices charged must not vary from quoted bid prices, except for authorized adjustments or bid validity extensions.

Mandatory compliance requirements:

• Registration on the Central Supplier Database (CSD) is compulsory. CSD number (starting with MAAA) must be provided. Register at www.csd.gov.za.
• Tax Compliance: Bidders must submit a Tax Compliance Status (TCS) PIN or CSD number. Foreign suppliers must complete the pre-award questionnaire in Part B:3. Each party in a consortium/joint venture must submit separate TCS/PIN/CSD numbers.
• No award will be made to bidders with non-compliant tax status or municipal account arrears.
• B-BBEE: Submit a B-BBEE Certificate (SANAS-accredited) or original Sworn Affidavit (for EMEs/QSEs) to qualify for preference points.
• Municipal Accounts: MBD 10 form must be completed with identity numbers, residential addresses, and municipal account numbers of all members/partners/directors.
• OHSA: Valid Letter of Good Standing from the Compensation Commissioner must be attached.
• No bids will be accepted from persons in the service of the state or those with conflicts of interest (MBD 4 Declaration of Interest must be completed).
• Bidder must declare any relationship with state employees involved in evaluation/adjudication.
