Steps: 1) Search for tender EO/017/06/2026 under South African National Space Agency. 2) Expand tender details and start e-submission. 3) Log in using CSD credentials (contact [email protected] for login issues). 4) Select supplier, check submission checklist, and attach compulsory documents. 5) Confirm and proceed. Bids must be submitted on original forms (do not re-type or convert from PDF). Late submissions are not accepted. Submit at least one day before closing to avoid technical issues. Evaluation follows a two-stage process: 1) Functionality (quality) assessment with a minimum threshold of 80 points. Bids scoring below 80 points are disqualified. 2) Qualifying bids are evaluated using the 80/20 preference point system: 80 points for price (lowest acceptable tender scores highest) and 20 points for specific goals. Specific goals and points: 51% black-owned (10 points), 40% black women-owned (6 points), 51% owned by black youth (4 points). Proof of ownership (e.g., CSD report, CIPC registration, ID copies, share certificates, B-BBEE certificate/sworn affidavit) must be submitted to claim points. Bidders listed in the Register for Tender Defaulters or the List of Restricted Suppliers are disqualified. Bids from state employees or entities with state-employed directors/members are disqualified.

Develop community-based solutions using Earth Observation (EO) and other space technologies to address socioeconomic, climate, and environmental challenges. Objectives: co-develop EO/space-based solutions for community challenges, improve municipal planning via community-validated spatial information, and strengthen spatial data reliability through community-driven collection/validation. Expected activities: develop high-impact geospatial products/services (outputs on dashboards/online platforms), collaborate with stakeholders (decision-makers, municipalities, traditional leaders, community members), and conduct capacity building/knowledge transfer. Target groups: South African start-ups, MSMEs, NPCs/NGOs in environmental monitoring, geospatial analysis, data science, remote sensing, or community development. Technical proposal requirements (minimum 6 A4 pages): 1) Project title and summary (objectives, impact). 2) Innovation and technical approach (methodologies, technologies, EO data, alignment with objectives). 3) Implementation plan (phases, timelines, milestones, dependencies, risks, mitigation). 4) Community engagement and impact. 5) Project team and expertise (qualifications, experience, partnerships). 6) Budget and funding needs (breakdown, justification). Eligibility: Must include a detailed proposal and at least one team member with GIS or Remote Sensing qualification (attach CV).

Pricing must include all costs (no unspecified costs) for a fixed price over the 12-month contract duration. Pricing Schedule must be completed in black ink (corrections: delete, rewrite, initial; no correction fluid). Include travel and accommodation costs. Payment is based on deliverables (proven progress). Offer valid for 120 days from bid closing date. Submit a quotation breakdown on company letterhead. Bonds, guarantees, or proof of insurance may be required within 21 days of request post-award. VAT is 15%. Total contract amount must be specified (excl. and incl. VAT).

Tax Compliance: Submit Tax Compliance Status (TCS) PIN (via SARS e-filing at www.sars.gov.za) or printed TCS certificate. If no TCS PIN, provide CSD number. Consortia/joint ventures/sub-contractors must each submit separate TCS PIN/CSD number. No bids accepted from persons in state service or entities with directors/members in state service. B-BBEE: Preference points for specific goals (51% black owned: 10 points; 40% black women owned: 6 points; 51% black youth owned: 4 points). Proof required: CSD Report, CIPC registration, ID copies, share certificates/register (if applicable), B-BBEE certificate or sworn affidavit. CSD Registration: Mandatory (CSD Supplier Number/MA Number required). Bidder’s Disclosure (SBD4): Declare any state employment, relationships with procuring institution staff, or interests in related enterprises.
