Bids scoring below 80 points are disqualified. 2) Qualifying bids are evaluated using the 80/20 preference point system: 80 points for price (lowest acceptable tender scores highest) and 20 points for specific goals. Specific goals and points: 51% black-owned (10 points), 40% black women-owned (6 points), 51% owned by black youth (4 points).
