• Supply and deliver powder-free latex gloves in Medium, Large, and Extra Large sizes.
• Each size requires 10 boxes, with 50 gloves per box.
• Key specifications: natural latex material, 0.6 mm thickness, breakthrough time >480 minutes (>8 hours), full hand protection.

• Submit your quotation via email to [email protected] before the closing date and time. Late submissions will not be considered.
• The quotation must be on your company’s letterhead and include: VAT per item (where applicable), correct banking details, item descriptions, validity period, contact details, and your CSD/MAAA number.
• You must duly complete and sign the SBD 4 and SBD 6.1 forms.
• Indicate your delivery timelines and quotation expiry date. Unless otherwise stated, quotations are deemed valid for 90 days from the RFQ closing date.
• Do not deliver any goods or services before receiving an official order from the Department.
• Failure to deliver within agreed timelines may result in order cancellation and possible inclusion on the National Treasury’s Database of Restricted Suppliers.

• You must complete and sign SBD 4 and SBD 6.1 forms.
• Indicate delivery timelines and quotation expiry date (default validity is 90 days from RFQ closing).
• Provide your Central Supplier Database (CSD) number.

• Supply and deliver three types of powder-free latex gloves:

1. Medium size: 10 boxes (50 gloves per box).

2. Large size: 10 boxes (50 gloves per box).

3. Extra Large size: 10 boxes (50 gloves per box).

• Specifications for all gloves:
• Material: Natural latex.
• Thickness: 0.6 mm.
• Breakthrough time: > 480 minutes (>8 hours).
• Hand protection: Full contact.
• You must attach the product specification sheet for the gloves you are quoting on.
• Pictures/brand names in the document are for illustration; equivalent specifications are acceptable.

• Use the official RFQ form for your quotation.
• Quotation must be on company letterhead with banking details.

• All prices must be firm until delivery, with no price adjustments except those subject to exchange rate fluctuations.
• Your quoted price must include all delivery costs and all applicable taxes (VAT, PAYE, income tax, UIF contributions, skills development levies).

• Mandatory: Provide your Central Supplier Database (CSD) number or report (MAAA).
• Tax Compliance: You must be compliant with all applicable tax legislation (Income Tax Act, VAT Act) at submission and for the entire contract term. Provide SARS Tax Status Pin or CSD report.
• B-BBEE: Submit a SANAS/CIPC-accredited B-BBEE certificate or sworn affidavit to claim preference points for ownership.
• Required Forms: Complete and sign SBD 4 (Bidder’s Disclosure) and SBD 6.1 (Preference Points Claim).
• Specific Goals Proof: To claim points for >50% ownership by Black people, Women, or People with Disabilities, submit:
• Completed SBD 6.1.
• For disability: a Medical Certificate signed by a practitioner with a practice number.
• CIPC ownership certificate.
• Joint ventures/partnerships must submit consolidated credentials.
• Failure to meet mandatory requirements leads to disqualification.

• Submit proof (SBD 6.1, B-BBEE certificate, etc.) to claim preference points for >50% ownership by Black people, Women, or People with Disabilities.
• Failure to submit proof means no points are claimed.
• DFFE may require substantiation of any preference claims.

• Prices must be firm until delivery, with adjustments only for exchange rate changes.
• You must remain tax-compliant for the entire contract term.
• Do not deliver goods before receiving an official order.
• Failure to deliver on time may lead to order cancellation and restriction from public sector business.
• DFFE reserves the right to request additional information to validate submissions.

• DFFE reserves the right to perform due diligence during evaluation and not to appoint any tenderer.
• DFFE may negotiate prices with preferred tenderers in line with legislative requirements.

• Mandatory requirements apply; failure to comply results in disqualification and no further evaluation.

• Points are awarded out of 100: 80 for Price, 20 for Specific Goals.
• Price score formula: Ps = 80
• (1 - (Pt - Pmin) / Pmin).
• Specific Goals points are for >50% ownership by Black people, Women, or People with Disabilities.
• You must submit proof (SBD 6.1, B-BBEE certificate, etc.) to claim Specific Goals points.
• DFFE may request substantiation of any preference claims.
