Evaluation follows the 80/20 Preferential Procurement Regulations, 2022. Phases: 1) Mandatory Requirements (disqualification if non-compliant), 2) Technical Specification (data sheets for waterstops/crack inducers), 3) Sample Submission & Testing (200mm samples of PVC/Rubber waterstops within 5 days of request), 4) Price & Preferences (80 points for price, 20 for specific goals), 5) Administrative Compliance. Price score formula: NFO = 80 x (1 - (P - Pm)/Pm). Preference points (max 20) awarded for: Women Ownership (5), Disability Ownership (5), Youth Ownership (5), Local Enterprise (Western Cape, 2), B-BBEE Level 1-2 (QSE/EME, 3). Non-responsive bids are rejected without correction.

Supply and deliver waterstops (rubber/PVC) and crack inducers plastics for Clanwilliam Dam construction over 24 months. Rubber waterstops must meet: min tensile strength 18 MPa, elongation at break 480%, hydrostatic head up to 50m, joint movement up to 50mm, hardness 62-72. PVC waterstops must meet: min tensile strength 12.2 MPa, elongation at break 280%, hydrostatic head up to 10m, joint movement up to 10mm. Standards: SANS 110 (Type 2), BS 5400, CWD 34, CWD 22, and drawings in Appendices A/B, CWD 2402-2406, CWD 2103, CWD 2114. USB with specifications provided at compulsory site briefing. Transport and delivery included in scope.

Pricing in ZAR only. Submit priced and extended Provisional Bill of Quantities (SBD 3.2). No alternative offers accepted. Financial capacity: Proof of credit/cash account (bank statement <6 months) or letter of intent (10% of bid value) from accredited institution if not the quarry. OR best annual turnover (2 of last 3 years) ≥10% of quoted bid value. Tender validity: 120 days. Employer may inspect tenderer’s facilities for tests/analysis. Arithmetical errors corrected per SANS ISO 10845-3:2022 (amounts in words govern).

Mandatory: CSD registration (submit Annexure N), tax compliance (valid SARS TCS PIN, Annexure M), CIPC registration (Annexure J), Compensation Fund/COIDA good standing (Annexure P), B-BBEE certificate (Level 1-2 for QSE/EME, Annexure I) or sworn affidavit. Compulsory: Attend site briefing (Annexure A), submit technical data sheets (Annexure B), manufacturer supply letter (Annexure D), financial proof (Annexure C), SBD1/SBD4/SBD6.1, Compulsory Declaration (Annexure G), Preference Schedule (Annexure H).
