Supply and delivery of electrical heating elements to Kendal Power Station on an as-and-when-required basis for a period of 5 years. Scope includes ad-hoc provision of heating elements as needed by Eskom.

Scope: Supply and delivery of electrical heating elements to Kendal Power Station on an as-and-when-required basis for 5 years. Technical requirements are detailed in Annexure N (Scope of Work) and Annexure O (NEC or other Contract). Tenderers must submit a completed Pricing Schedule/BOQ (Annexure 20) in PDF and Excel. Cataloguing may be required post-award, with costs quoted separately in the Pricing Schedule. Alternative tenders are not allowed.

Skills development: Tenderers must outline methodology for developing critical/scarce skills through their supply network. SETA-accredited training providers may be engaged. Tenderers bear full cost; Eskom provides no financial contribution. Advised to access SETA grants/subsidies and SARS tax rebates for skills development.

ISO 9001:2015 compliance required. Submit: QMS manual, Quality Policy (aligned with strategy), Quality Objectives, Internal Audit Procedure, Control of Nonconforming Outputs, Nonconformity & Corrective Action Procedure, Draft Contract Quality Plan, Inspection/Test Plan (ITP) or Quality Control Plan (QCP) examples, roles/responsibilities documentation, and Control of Externally Provided Processes. QMS must drive consistent compliance with Eskom requirements.

Submit completed Pricing Schedule/BOQ (Annexure 20) in PDF and Excel. Separate local/imported content. Exclude contingencies. Include cataloguing costs if applicable (Eskom pays for catalogue). No alternative tenders allowed. Pricing must be VAT-inclusive and corrected for arithmetic errors.

Payment terms: 30 days for contracts ≤R50M (incl. VAT), 60 days for contracts >R50M (incl. VAT). Pricing must be VAT-inclusive, exclude contingencies, and separate local/imported content. Unconditional discounts are evaluated; conditional discounts are not. Pricing Schedule must be submitted in PDF and Excel. Successful tenderers may be required to provide cataloguing information post-award. No performance security is required.

Mandatory: CSD registration, Tax Clearance Certificate (or SARS PIN for verification), COIDA Letter of Good Standing (South African tenderers only), Employment Equity compliance (if designated employer), CIDB grading (where applicable), and SBD forms (SBD 1, SBD 4, SBD 6.1, SBD 6.2). B-BBEE: Valid certificate or sworn affidavit required to claim preference points. Subcontracting: Mandatory for contracts >R30M (30% minimum to designated groups: EME/QSE 51% black-owned, youth, women, disabled, rural/township, cooperatives, or military veterans). Subcontracting agreements and subcontractor B-BBEE certificates must be submitted. Quality: ISO 9001:2015 compliance required (QMS manual, policy, objectives, audit procedures, nonconformity controls, and Contract Quality Plan). Submit: OHS Policy (CEO-signed), Health & Safety Plan (aligned with SHE Spec 240-73416879 and 32-136), detailed OHS costing (broken down, not lump sum), Baseline OHS Risk Assessment (BRA, including COVID-19), Valid COIDA Letter of Good Standing, OHS Competency evidence, Spillage Management Plan (site-specific, covering oil/chemical/ash/coal), Aspect & Impact Register, Hazardous Substances Register, Safety Data Sheets (SDS), Waste Management Plan (site-specific, signed), and relevant permits/licenses. Safety Officer: Grade 12 or SAMTRAC.

Submit: Environmental Policy (aligned with ISO 14001:2015, signed), site-specific Environmental Management Plan (aspects, impacts, mitigations), Spillage Management Plan (transportation/offloading, site-specific, signed), Aspect & Impact Register, Hazardous Substances Register, Safety Data Sheets (SDS), Waste Management Plan (site-specific, signed, covering identification/handling/disposal/compliance), and relevant permits/licenses.

Contract duration: 5 years. Payment terms: 30 days (≤R50M) or 60 days (>R50M) for undisputed invoices. Tender validity: 120 days from closing. Functionality (70% threshold, Annexure P) and Price/Specific Goals (PPPFA 90/10 or 80/20). Price evaluation: VAT-inclusive, arithmetic corrections, no contingencies, unconditional discounts considered. Specific Goals: B-BBEE points (20 for 80/20, 10 for 90/10). Final ranking by combined score (price + goals).
