Supply and delivery of low voltage motors (less than 55kW) to Matimba Power Station over a period of five (5) years on an as-and-when required basis. Must comply with Eskom Supplier Quality Requirements as per 240-105658000 Specification and ISO 9001 Standard. Applicable clauses: Pre-Contract Award Quality Requirements (Category 3), Contract Execution, Supplier Quality Performance Monitoring Phase, Eskom Rights of Access, Eskom Rights to Information, Preservation, Quality Audits Related Conditions, Management of Nonconformities and Nonconforming Outputs, Special Processes.

Must comply with Eskom Supplier Quality Requirements (240-105658000 Specification) and ISO 9001 Standard. Quality principles to be adhered to: Customer focus, Leadership, Engagement of people, Process approach, Improvement, Evidence-based decision making, Relationship Management.

Supply and delivery of low voltage (LV) motors to Matimba Power Station over 5 years on an as-and-when-required basis. Mandatory technical returnables: Proof of manufacturer’s 5+ years of LV motor production experience (letter required). Proof of local factory capability for testing LV induction motors up to 185kW (formal letter). Manufacturer’s datasheet and dimensioned outline drawing per motor (0.18–45kW and 55kW–185kW). Confirmation that motor designs and routine test certificates comply with IEC/SANS 60034. Motors must be electrically and mechanically interchangeable with existing units. Delivery period list per motor design/type, spaced every two weeks. Cataloguing information may be required post-award; include a line item for cataloguing in the pricing schedule if applicable.

Manufacturer must have at least 5 years of LV motor production experience (proof required via formal letter). Local factory must be capable of testing LV induction motors up to 185kW (proof required via formal letter). Tenderers must provide a track record of up to 10 past completed contracts/purchase orders for LV induction motors in the last 5 years, including client details, scope, value, dates, and reference letters on client letterhead.

QMS must comply with ISO 9001:2015. Required documents: QMS manual (defining scope), Quality Policy (approved by top management), Quality Objectives (approved by top management), Control of documented information (Clause 7.5), Control of nonconforming outputs (Clause 8.7), Nonconformity and Corrective Action (Clause 10.2), Internal Audit (Clause 9.2). Evidence of QMS in operation: Roles/responsibilities matrix (Clause 5.3), Control of Externally Provided Processes/Products/Services (Clause 8.4). Contract Quality Plan (ISO 10005) and Quality Control Plan (QCP/ITP) required. User-defined requirements: Form A completion and additional scope-specific standards.

Pricing schedule must be completed and submitted in both PDF and Excel formats. Include a line item for cataloguing if required (Eskom covers cost). Prices must be inclusive of VAT, corrected for arithmetic errors, and exclude contingencies. Evaluation considers Net Present Value, price adjustment factors, and exchange rate fluctuations. Unconditional discounts are factored into evaluation; conditional discounts are applied at payment. Alternative tenders are not permitted.

Payment terms: Contracts below R50M (incl. VAT) paid within 30 days of undisputed invoice receipt. Contracts above R50M (incl. VAT) paid within 60 days. Pricing schedule must be completed and submitted in PDF and Excel. Alternative tenders are not allowed. Unconditional discounts are considered for evaluation; conditional discounts are applied at payment. Cataloguing costs will be covered by Eskom if required.

Mandatory: Proof of valid CSD registration. Tax Clearance Certificate (certified copy) required for local tenderers without a SARS e-filing PIN and foreign tenderers with a South African footprint. SBD 1 (Invitation to Bid) must be completed by all tenderers. SBD 6.1 (Preference Points Claim Form) and SBD 4 (Bidders Disclosure) required. Integrity Declaration Form (Annexure D) and Supplier Integrity Pact acknowledgment mandatory. CPA Requirements for Local/Foreign Goods/Services (Annexures E/F). Local Content Declarations (Annexures G1–G4) if applicable. COIDA Certificate of Good Standing or proof of application (South African tenderers only). OHS requirements: Signed OHS legal acknowledgment (Annexure B), OHS plan, Baseline Risk Assessment (BRA), valid COIDA Letter of Good Standing, and OHS policy signed by CEO. Audited financial statements for the past 18 months (or last year if unavailable). Joint ventures must submit a valid JV agreement and designated bank account details.

Mandatory OHS returnables: Signed acknowledgment of Eskom’s OHS legal requirements (Annexure B). OHS Plan addressing project scope risks and aligned with Eskom’s HSE specifications. Baseline OHS Risk Assessment (BRA) with methodology. Valid Letter of Good Standing (COIDA or equivalent). OHS Policy signed by CEO (compliant with OHS Act Section 7). Suppliers must submit all OHS documents by tender closing. Non-compliance or missing documents will render the tender non-responsive. Suppliers have 7 working days to submit outstanding OHS documents upon request; failure results in disqualification.

Environmental requirements: Environmental Policy, Aspects and Impact Register related to the scope of work, and Method Statement. These are contractual requirements and will be assessed post-evaluation. Failure to meet these may result in non-responsiveness.

Contract terms governed by Eskom Standard Conditions of Tender and NEC or other Contract. Payment terms: 30 days for contracts ≤ R50M, 60 days for contracts > R50M. Eskom reserves the right to negotiate with preferred bidders if prices are not market-related. Subcontracting with subsidiaries must be declared. Contract duration: 5 years. Tender validity period: 180 days from closing date. Cataloguing may be required post-award; costs covered by Eskom. Security for performance not applicable.

Functionality requirements: Must meet an 80% threshold to qualify. Qualitative technical evaluation includes Past Experience (80% of 20% weight) and Delivery Period (20% of 20% weight). Motor Interchangeability (electrical and mechanical) accounts for 80% of the technical score, split equally between electrical and mechanical compatibility. Quality Management System (QMS) scored out of 7 points (ISO 9001 compliance, manual, policy, objectives, document control, nonconforming outputs, corrective action, internal audits). Quality in operation scored out of 2 points (roles/responsibilities matrix, control of external providers). Contract Quality Plan and Quality Control Plan each scored out of 1 point. Pricing: 80 points (inclusive of VAT, corrected for errors, NPV-based). Specific Goals: 20 points (PPPFA). Final ranking uses 80/20 preference point system.
