Source: EDT 005-25 Establishing a Sandbox.pdfPhase 1 – Pre‑qualification: must meet minimum requirements (VAT inclusive, CSD registration, tax compliance, valid WCBD 4). Failure results in disqualification.
Phase 2 – Functional evaluation (total 100 points, minimum 80% required):
Phase 3 – Price and B‑BBEE evaluation (only for bidders scoring ≥80 pts in Phase 2):
B‑BBEE points are awarded only on submission of a completed Preference Point Claim Form (WCBD 6.1) and a B‑BBEE certificate/affidavit.

Phase A deliverables: site confirmation at Saldanha Bay, all regulatory approvals (SACAA alignment, Part 11 exemptions, risk‑based framework), governance/PPP structures, municipal by‑law review, EIA assessment, stakeholder engagement, funding source identification.
Phase B deliverables: design of operational layouts and testing zones, CONOPS and SOPs, compliance with ICAO standards, specification of minimum viable infrastructure, engagement of UTM and Detect‑and‑Avoid providers, liability framework and insurance recommendations, risk‑based compliance trials with SACAA, ATNS, SAAF, collaboration with research institutions, internal audit of infrastructure compliance, recommendation of long‑term operational model.
Provide a dedicated project manager and monthly progress reports.
