• All bids must be submitted electronically via the e‑Tender portal (https://www.etenders.gov.za/) – no email or hard‑copy submissions will be accepted.

• Complete the submission checklist and attach all compulsory returnable documents before confirming the upload.

Phase 1 – Pre‑qualification: must meet minimum requirements (VAT inclusive, CSD registration, tax compliance, valid WCBD 4). Failure results in disqualification.

Phase 2 – Functional evaluation (total 100 points, minimum 80% required):

• Expertise – 35 pts (experience in civil aviation/drones, LLB qualification).
• Professional service provider experience – 35 pts (years in civil aviation drones and business consulting, number of similar projects).
• Project proposal and methodology – 30 pts (work breakdown structure, timelines, deliverables, milestones, resources, monitoring, communication, stakeholder management, risk mitigation).

Phase 3 – Price and B‑BBEE evaluation (only for bidders scoring ≥80 pts in Phase 2):

• Price – up to 80 pts (firm price, VAT inclusive).
• B‑BBEE status – up to 20 pts according to contributor level (Level 1 = 20 pts, Level 2 = 18 pts, … Level 8 = 2 pts, non‑compliant = 0).

B‑BBEE points are awarded only on submission of a completed Preference Point Claim Form (WCBD 6.1) and a B‑BBEE certificate/affidavit.

Scope: implement Stage 1 Pre‑Establishment (Phase A – Preliminary Foundations and Phase B – Infrastructure & Operational Readiness) for a drone regulatory sandbox.

Phase A deliverables: site confirmation at Saldanha Bay, all regulatory approvals (SACAA alignment, Part 11 exemptions, risk‑based framework), governance/PPP structures, municipal by‑law review, EIA assessment, stakeholder engagement, funding source identification.

Phase B deliverables: design of operational layouts and testing zones, CONOPS and SOPs, compliance with ICAO standards, specification of minimum viable infrastructure, engagement of UTM and Detect‑and‑Avoid providers, liability framework and insurance recommendations, risk‑based compliance trials with SACAA, ATNS, SAAF, collaboration with research institutions, internal audit of infrastructure compliance, recommendation of long‑term operational model.

Provide a dedicated project manager and monthly progress reports.

All technical reports listed in Annexure A will be made available under NDA.

• Prices must be quoted inclusive of VAT.
• Submit a firm pricing schedule (WCBD 3.3) signed by an authorised representative.
• Validity of the bid is 90 days from the closing date.
• No specific performance bond or guarantee is mentioned; comply with any standard GCC requirements.
• Payment terms will be based on monthly progress reports and approved deliverables as per the contract.
• Bidders must be registered on the Central Supplier Database (CSD).

• CSD registration (CSD number required).
• Tax compliance: provide SARS Tax Compliance Status (TCS) PIN or printed TCS certificate; each JV/consortium member must submit its own TCS.
• B‑BBEE: submit completed Preference Point Claim Form (WCBD 6.1) and B‑BBEE certificate or sworn affidavit; no minimum level is imposed, but points are awarded based on status.
• Joint venture/consortium: submit signed agreement showing lead partner authority and power of attorney.
• No fronting, fraud, or conflict of interest tolerated – declarations required.
• Provide proof of authority (e.g., company resolution) and sign all WCBD forms.
