Source: Etender Feb 2026 advert Fiber.pdfSubmissions must be hand-delivered to EHC head office at Cnr Victoria Street and Linton Street Chris Hani Village Germiston 1400 (next to Fire Station) in a sealed envelope stating the description and RFP NO: EHC/ICTFB/2026. The envelope must be placed in a red tender box by the reception. Bidders must sign the submission register. Failure to sign will result in disqualification. Late submissions will not be accepted.
Evaluation Criteria

A maximum of 80 points will be awarded for price and 20 points will be awarded for specific goals. The evaluation criteria include: background, compulsory administrative compliance, price and preference points. The technical proposal must include a detailed fibre network design and architecture, description of technology to be deployed, implementation plan, estimated rollout timelines, and network performance standards.

The bidder must also implement Chris Hani Village as the pilot and benchmarking site, roll out fibre infrastructure to Pharoe Park, Airport Park, and Dellville, operate, manage, monitor, and maintain the fibre network, provide reliable internet services to EHC tenants on a commercial basis, and ensure compliance with all applicable legislation, industry standards, and municipal bylaws.

The proposal must include a detailed commercial proposal outlining the proposed revenue-sharing percentage, definition of all revenue streams, payment frequency, and revenue reporting format and audit access provisions.
