Giyani water reticulation phase 2a: multiple contracts for water infrastructure construction

• Submit sealed bids clearly marked with Project Name and Bid Number.
• Deposit in the Tender Box at the entrance of Mopani District Municipality.
• No late, telephonic, faxed, or emailed bids accepted.
• All MBD forms must be completed.
• Documents must be submitted in original format, not dismantled.
• Alterations must be signed, and every page initialed.
• Contract duration varies per contract: 6 to 12 months.

Contractors must have minimum CIDB grading of 6CE to 8CE depending on specific contract. Must score at least 80 points on functionality evaluation which includes: reputation/experience (40 points), qualified contract manager (20 points), qualified site agent (10 points), qualified safety officer (10 points), valid ISO9001:2015 certification (10 points), and key plant/equipment ownership proof (10 points). All supporting documents must be in prescribed formats.

• Project: Giyani Water Reticulation Phase 2A, comprising 21 separate contracts.
• Scope: Water reticulation infrastructure across multiple villages.
• Contractor requirements: Must meet minimum CIDB grading specified per contract (grades 6CE to 8CE).
• Key personnel required: Contract Manager, Site Agent, Safety Officer with specified qualifications.
• Quality management: Valid ISO 9001:2015 certification required.
• Plant and equipment: Proof of ownership or valid lease arrangements with proof of lessor's ownership.

• Experience: List similar completed projects in water infrastructure, reinforced concrete water retaining structures, sewage/sanitation networks, and pump stations.
• Attach clearly signed completion certificates for each project.
• Key personnel qualifications:
• Contract Manager: Qualification in Engineering, Project Management, or Built Environment; registration with SACPCMP.
• Site Agent: Qualification in Engineering, Project Management, or Built Environment.
• Safety Officer: Qualification in Health and Safety.
• CVs for key personnel must be in the prescribed format; non-compliance scores zero points.

• Valid ISO 9001:2015 certificate required for 'The provision of Construction services'.

• One bid document includes BOQs for all 21 contracts.
• A single non-refundable fee of R1000.00 covers all contracts.

• Company registration: Certified copy of CIPC registration and proof of VAT registration.
• B-BBEE: Preference points system applies (80/20 or 90/10).
• CSD: Updated CSD report required.
• Labour: Certified copy of Workmen's Compensation Certificate.
• Identity: Certified IDs for entity owners.
• Municipal rates/taxes: Statement from municipality (not older than 3 months) confirming no arrears >90 days, or letter from traditional authority/lease agreement/affidavit as applicable.
• All certified copies must be original and not older than 3 months; copies of certified copies lead to disqualification.

• The municipality reserves the right to accept the whole or part of any bid.
