Submit bids in a sealed cover clearly marked with the project name (Giyani Water Reticulation Phase 2A) and bid number (MDM 2025/26-60). Deposit in the tender box at the entrance of Mopani District Municipality, Government Buildings, Main Road, Giyani. No late, telephonic, faxed, or emailed bids accepted. Required documents: Proof of CIDB Contractor grading (6CE–8CE as per contract), certified Workmen’s Compensation Certificate, VAT registration proof, certified CIPC registration, valid Tax Clearance Certificate (PIN) from SARS, authority to signatory, certified IDs of entity owners, signed form of offer, municipal rates/taxes statement (not older than 3 months) or original letter from traditional authority (for rural areas), lease agreement (if applicable) or affidavit with property owner’s municipal rates/taxes statement, fully signed and initialed alterations, original format submission (not dismantled), updated CSD Report, audited/reviewed financial statements for the last 3 years, accountant’s certificate confirming no material irregularities and solvency, and all MBD forms completed. All certified copies must be original and not older than 3 months. Non-compliance with any requirement leads to disqualification. Functionality evaluation (100 points, minimum 80 to qualify for further evaluation):

• Reputation/Experience (40 points): List of completed similar projects (water infrastructure, reinforced concrete water retaining structures, sewage/sanitation networks, pump stations). Points awarded only with duly signed completion certificates.
• Contract Manager (20 points): Prescribed CV format, certified ID copy, qualification certificates (Engineering/Project Management/Built Environment), and SACPCMP registration. Non-compliance results in zero points.
• Site Agent (10 points): Prescribed CV format, certified ID copy, and qualification certificates (Engineering/Project Management/Built Environment). Non-compliance results in zero points.
• Safety Officer (10 points): Prescribed CV format, certified ID copy, Health and Safety qualification certificates, and SACPCMP registration. Non-compliance results in zero points.
• Quality Management (10 points): Valid ISO 9001:2015 certificate for 'The provision of Construction services'.
• Plant and Equipment (10 points): Proof of ownership of all machinery/equipment. For leased equipment, a commitment letter from the provider (addressed to the municipality) and proof of ownership from the supplier are required. Zero points for lease agreements without proof of ownership.

Bidders scoring ≥80 points proceed to Preferential Procurement Regulations 2022 preference points evaluation. Preference points: 80/20 or 90/10 as per contract.

Scope: 21 water reticulation contracts under Giyani Water Reticulation Phase 2A, including Dokera, Hlomela, Makhuva, Mavalani, Mbatlo, Mbaula, Mountain View, Mninginisi, Mushiyani, Nsavulani, Nwadzekudzeku, Phlaubeni, Vuhehli, and Xikhumba (Contracts A, B, C). Contract durations: 6 to 12 months per contract. CIDB grading requirements: 6CE to 8CE (varies per contract). Preference points: 80/20 or 90/10 as per contract. One bid document covers all 21 contracts with a single non-refundable fee of R1000.00.

Non-compliance results in zero points for the respective category.

Mandatory compliance documents:

• Certified copy of Workmen’s Compensation Certificate.
