Two-stage evaluation process: 1) Administrative Compliance: Compulsory documents (e.g., proof of registration with AGRISETA/ETQA/SAQA, comprehensive CVs, certified qualifications, training program proposal, signed ECBD1, pricing schedule, joint venture agreement if applicable) must be submitted. 2) Functionality (minimum 60/100 points required to proceed): Criteria include (max points per category): - List of similar projects (40 points, 8 per project up to 5 projects), - Facilitator experience (20 points: >10 years=20, 5-9 years=5, <4 years=0), - Facilitator qualifications (20 points: Degree + facilitation credential=20, Diploma + experience=10), - Training venue capacity (10 points: own venue=10, hired venue=5), - Training plan (10 points: very good=10, good=5). Stage 2: Price (80 points) + Specific Goals (20 points). Specific goals: EME/QSE 51% Black-owned (10), Eastern Cape locality (2), 51% Women-owned (4), 51% Youth-owned (2), 51% Disability-owned (2). Total points rounded to two decimal places. Highest total score wins. Scope: Data analytics training for 189 officials over 5 days. Venues: East London (Amatole, Group 1: 39), Umtata/OR Tambo (Group 2: 57), Umtata Alfred Joe Nzo/Gqabi (Group 3: 25-32), East London Sara Chris HO/Baartman Hani (Group 4: 15-19-2). Requirements: Fully equipped training venue (internet, projector, trainer workstation, UPS/backup generator, local network, power outlets, microphone, IT support, registration desk, restrooms, OH&S compliance). Catering: Submit menu for entire duration (variety required). Learners bring own laptops; training should use their devices. Groupings must remain unchanged. Trainer requirements: Matric + relevant Diploma/Degree (IT/Statistics/Data Analytics), facilitation credential, 2+ years adult training experience, evidence of 5+ similar projects in last 3 years.
