Examples: Summits, conferences, ministerial events. Tier 2 Events: Capture high-quality event photography; deliver expedited edited images where required; produce 1–3 highlight videos; deliver final content within 48–72 hours post-event. Financial Requirements

Source: SBD 6.1 IN TERMS OF PPR2022.pdfSubmit the SBD 6.1 Preference Points Claim Form as part of your tender. Include all required proof/documentation for specific goals to claim preference points. Omission of this form or supporting documents will result in zero preference points. The organ of state may request additional substantiation of claims before or after adjudication.
Evaluation Criteria

Points are split between Price (80) and Specific Goals (20) for the 80/20 system (tenders ≤ R50M) or Price (90) and Specific Goals (10) for the 90/10 system (tenders > R50M). If the system is unclear, the lowest acceptable tender determines applicability. Price scoring uses: Ps = 80(1 - (Pt - Pmin)/Pmin) or Ps = 90(1 - (Pt - Pmin)/Pmin). Specific goals (max 20 points for 80/20 or 10 for 90/10) include: SMME (EME & QSE), Black ownership (50%+), Black youth ownership (30%+), Black women ownership (30%+), Black disability ownership (30%+).

Fraudulent claims may result in: disqualification, cost recovery, contract cancellation, 10-year business restrictions from any organ of state, or criminal prosecution.

Disqualification risks: Automatic disqualification if bidder is listed in the Register for Tender Defaulters or the List of Restricted Suppliers. Bid will be rejected if the SBD4 disclosure is false, incomplete, or contains misrepresentations. Collusive practices (e.g., agreements with competitors on pricing, specifications, market allocation, or bid strategies) will lead to disqualification, potential reporting to the Competition Commission, and/or criminal investigation by the National Prosecuting Authority (NPA). Bids may also be rejected if terms were disclosed to competitors before official opening or if the bidder was involved in drafting specifications.
