Submit bids by hand only to the tender box at 135 Main Street, Flagstaff, 4810 (Municipal Reception) on or before 24 June 2026 at 12:00. Evaluation uses the 80/20 system: 80 points for price, 20 points for specific goals. Preference points for specific goals are awarded as follows: 4 points for companies owned by black youth (18-35 years), 3 points for companies owned by black women, 9 points for companies owned by black people, and 4 points for companies owned by black people living with disability. Failure to submit required proof for specific goals will result in zero points for that category. The municipality’s supply chain policy applies throughout the process.

Only firm prices are accepted. Prices must include VAT, customs/excise duty, and all other applicable taxes. All expenses (transport, overheads, accommodation, etc.) must be included. Prices must be final and binding. Submit pricing on the official schedule (MBD 3.1 or MBD 3.3), specifying quantity, description, unit price, and total amount for each pick-up point. Delivery costs must be included in the bid price.

Mandatory documents: Valid CSD registration, completed and signed Declarations (MBD1-9), valid SARS Tax Compliance Status (TCS) PIN printout or CSD number, proof of Taxi Association membership, and a signed letter confirming no undisputed municipal accounts are overdue by more than 30 days. Bidders must not be in the service of the state or listed on the Register of Tender Defaulters. Foreign suppliers must complete the pre-award questionnaire (Part B:3). Consortia/joint ventures must submit separate TCS/CSD documentation for each party. Failure to submit any required document will result in disqualification.

The successful bidder must sign a written contract form (MBD7). The tender offer must remain valid for 90 days after the closing date and cannot be withdrawn or amended during this period without written permission. Withdrawal without approval may result in liability for additional expenses incurred by the municipality. The contract is subject to the Preferential Procurement Policy Framework Act, Preferential Procurement Regulations, General Conditions of Contract (GCC), and the municipality’s SCM Policy. Payment will be made within 30 days of receipt of invoice and delivery note.

The municipality is under no obligation to accept any bid and reserves the right to reject all or part of any proposal. The lowest bid will not necessarily be accepted. Bids must be submitted on the original documentation provided by the municipality. No bids will be considered from persons in the service of the state or those listed on the Register of Tender Defaulters.
