Submissions accepted between 08H00 and 17H00 only. Late, emailed, faxed, telephonic, or postal submissions will not be accepted. Use only the official RFQ documentation issued—do not reproduce or rearrange. Additional information must be submitted as a separate attachment. Failure to comply will result in disqualification. Bidders in the service of the state (as defined in MSCM Regulations) are ineligible.
Evaluation Criteria

Compliance: Bidders will be disqualified for incomplete submissions, late submissions, incorrect pricing transfers, pencil-completed documents, faxed documents, directors in state employment, tax non-compliance, or being unregistered with the National Central Supplier Database. Technical: 100 points total, with a 60% cut-off. Points are awarded for past similar projects (50 points) and reference letters (50 points). Price and Specific Goals: 80/20 preference point system applies. Preference points (20 max) are awarded for: 51%+ Black-owned businesses (5 points), 51%+ Women-owned businesses (10 points), and SMMEs (EME/QSE, 5 points). Evidence must be submitted. Risk Tolerance: JDA will assess risk exposure, including number of contracts, financial capability, past performance, and pricing anomalies. Bidders exceeding risk thresholds may still be considered at JDA’s discretion.

Key deliverables: Approved publication concept and content outline, draft digital book for review, final approved digital book, print-ready artwork files, 100+ printed copies, and all editable source files. Work includes: Project management (coordination, scheduling, reporting), content development (conceptualisation, research, writing, editing, proofreading), design and layout (creative concept, graphic design, image selection, infographics), digital production (finalisation, optimisation), and print production (artwork preparation, high-quality printing, binding, delivery). All content requires JDA’s written approval. Print specifications: 100gm matte, A4 landscape, full colour CMYK, professional binding.
Financial Requirements

Complete the pricing table in full, including all items (digital book, videos, printing, administration, setup, delivery). Fees must include all disbursements (typing, copying, binding, communications, courier, local travel, accommodation).
