• Obtain the tender documents from www.etenders.gov.za or the municipality website; hard copies are available at the SCM office (Corner of Cole & Graham St, Barkly East) from 06 Feb 2026 for a non‑refundable fee of R200 (cash, EFT or ABSA deposit 2380000019). Attach proof of payment to the tender.
• Complete all required forms, annexes and returnable documents in black ink; all pages must be signed where required.
• Submit the original, signed bid in a sealed envelope clearly marked “PROVISION OF TYRE FITMENT CENTRE SERVICES … JGDM2025/26‑017”.
• Deposit the envelope in the formal Tender Box outside the Main Building (Corner of Cole & Graham St, Barkly East) no later than 12:00 (noon) on 09 March 2026. Late, incomplete, unsigned, facsimile or emailed submissions will be rejected.
• Bids remain valid for 120 days after the closing date.
• No bids from persons in the service of the State will be considered.
• Disqualification risks: non‑registration on the Central Supplier Database (CSD), missing returnable documents (e.g., TEPA registration, RMI registration, public liability insurance, tax clearance), use of tip‑pex or erasable ink, incomplete annexures, or failure to sign pages.

• 80/20 Preference Point System (Preferential Procurement Policy Framework Act 2022): 80 points for price, 20 points for Specific Goals.
• Functionality/Technical score: 30 points total; a minimum of 24 points is required to be considered for price evaluation. Bids scoring less than 24/30 are non‑responsive.
• Specific Goals (20 points) – evidence required:

– B‑BBEE ownership: 51 % Black (4 pts), Women (2 pts), Youth (2 pts), Disabled (2 pts).

– Locality: proof of office address within JGDM (10 pts) or within Eastern Cape outside JGDM (5 pts). No evidence = no points.

• Minimum overall threshold: 24/30 functionality points plus any required specific‑goal evidence; failure to provide evidence results in loss of those points.
• Price evaluation follows the 80‑point price component; rates must be fixed for 12 months with CPI escalation from month 13 and 25 (30‑day notice).
• Non‑compliance with document completeness or any tender condition renders the bid non‑responsive.

Scope: provision of tyre fitment centre services on an as‑and‑when required basis for 3 years, including supply & delivery of new, recapped tyres, tubes, flaps for light vehicles, light/heavy commercial vehicles and earth‑moving equipment, plus tyre repair, patching, wheel alignment, balancing and wheel exchange.

Deliveries must be executed against official orders; turnaround ≤ 5 business days.

All work performed at the successful bidder’s premises; mobile workshop must be available for call‑outs.

Standards: comply with SANS 1550 (balancing), SANS 10408 (retreaded tyres), SANS 470 (tyres & tubes). Minimum 12‑month warranty on all products and workmanship.

Quality monitoring: kilometre performance vs industry norms; OEM tyres required for vehicles under warranty.

Imported tyres only for earth‑moving equipment; all tyres must be homologated by NCRS.

Orders and call‑outs authorised by the Municipality’s Fleet Control Manager or Mechanical Superintendent; purchase orders required for routine work.

• Non‑refundable document fee: R200 per hard‑copy set.
• Pricing: rates fixed for the first 12 months; CPI escalation applicable from month 13 and month 25 (30‑day notice required).
• Complete the Excel pricing schedule provided on the municipality website; incomplete schedules render the bid non‑responsive.
• Performance security: bank guarantee or irrevocable letter of credit (or cashier’s/certified cheque) to be submitted within 30 days of award notification.
• Public Liability Insurance: minimum R500 000 coverage, proof required.
• VAT: must be shown separately on the bid (VAT‑registered bidders only).
• Payment terms: invoices payable within 30 days of receipt of a valid tax invoice; payment in Rand unless otherwise stipulated.

• Mandatory registration on the National Treasury Central Supplier Database (CSD) – registration must be completed online prior to submission.
• Proof of company registration and legal standing (company registration certificate, composition form).
• TEPA (Tyre, Equipment, Parts Association) registration or equivalent accreditation.
• RMI (Retail Motor Industry Organisation) registration and good standing.
• Public Liability Insurance (minimum R500 000) and tax clearance certificate (SARS PIN/TAX reference required).
• B‑BBEE ownership evidence (Black, Women, Youth, Disabled) and locality proof (municipal account ≤ 90 days, municipal clearance, lease or affidavit) for specific‑goal points.
• Joint‑venture/consortium bidders must be registered as a separate company, with SARS registration and a dedicated bank account.
• All returnable documents (manufacturer authorisation, financial viability bank rating C or better) must be submitted; missing documents = non‑responsive.
