Water reticulation infrastructure projects for 21 contracts in giyani (phase 2a) – civil engineering tender

Mopani District Municipality seeks to appoint 21 eligible contractors for Giyani Water Reticulation Phase 2A projects. The projects involve water reticulation works, including infrastructure for water supply, reinforced concrete water retaining structures, sewage/sanitation networks, and pump stations. One bid document covers all 21 contracts (BOQs).

Submit bids as follows:

• Seal all bid documents in a cover clearly marked with the Project Name and Bid Number.
• Deposit the sealed bid in the Tender box at the Entrance of Mopani District Municipality.
• No late, telephonic, faxed, or emailed bids will be accepted.
• Pay a non-refundable fee of R1000.00 to Mopani District Municipality FNB bank account (Account No: 62854372093). Use the company name as the reference. Proof of payment must be produced upon collection of bid documents. No cash accepted at the office.
• Submit the following with your bid:
• Proof of CIDB Contractor grading level for the contract tendered for.
• Certified copy of Workmen’s Compensation Certificate.
• Proof of company registration for VAT.
• Certified copy of entity registration with CIPC.
• Valid Tax Clearance Certificate (PIN) from SARS.
• Authority to signatory.
• Certified ID copies of entity owner(s).
• Signed form of offer.
• Statement of municipal rates and taxes (not older than 3 months) or original letter from traditional authority (for rural areas). If leasing, attach a fully signed lease agreement. If residing with family/friends, attach an affidavit and the property owner’s municipal rates statement.
• Alterations signed, document completed in full, and initialed on every page.
• Document submitted in original format (not dismantled).
• Updated CSD Report.
• Audited or reviewed annual financial statements for the last 3 years from the advert date. Deviation will lead to disqualification.
• Certificate from an accredited accountant confirming no material irregularities and solvency.
• All certified copies must be originally certified and not older than 3 months. Copies of certified copies will be deemed non-compliant.
• Fill all MBD forms.
• One bid document covers all 21 contracts (BOQs).

Scope: Water reticulation projects for 21 contracts under Giyani Water Reticulation Phase 2A. Each contract involves civil engineering works for water infrastructure, including reinforced concrete water retaining structures, sewage/sanitation networks, and pump stations.

Contract details:

• Contract durations range from 6 to 12 months.
• CIDB grading requirements vary per contract (6CE to 8CE).
• Preference point systems: 80/20 or 90/10, depending on the contract.
• One bid document covers all 21 contracts (BOQs).

Experience and qualifications requirements:

• Reputation/Experience: 40 points. Provide a list of similar completed projects (water infrastructure, reinforced concrete water retaining structures, sewage/sanitation networks, pump stations). Points awarded only with a duly signed completion certificate.
• Contract Manager: 20 points. CVs must be in the prescribed format. Attach certified ID copy and qualification certificates (Engineering, Project Management, or Built Environment). SACPCMP registration required.
• Site Agent: 10 points. Same requirements as Contract Manager (prescribed CV format, certified ID, qualification certificates).
• Safety Officer: 10 points. Same requirements (prescribed CV format, certified ID, Health and Safety qualification certificates). SACPCMP registration required.

Quality requirements:

• Valid ISO 9001:2015 certification for "The provision of Construction services" (10 points).
• Key Plant and Equipment: Proof of ownership required for all machinery/equipment (10 points). For leased equipment, provide a commitment letter from the provider (addressed to the municipality) and proof of ownership from the supplier. Lease agreements without proof of ownership receive zero points.

Financial submission requirements:

• Non-refundable bid document fee: R1000.00 (covers all 21 contracts). Pay to Mopani District Municipality FNB account (No: 62854372093). Use company name as reference.
• Audited or reviewed annual financial statements for the last 3 years from the advert date. Strict compliance required; deviation leads to disqualification.
• Certificate from an accredited accountant confirming:
• No material irregularities in the business.
• The bidding entity is solvent.
• All certified financial documents must be originally certified and not older than 3 months.

Mandatory compliance documents:

• CIDB Contractor grading level proof for the contract tendered for.
• Certified copy of Workmen’s Compensation Certificate.
• Proof of company registration for VAT.
• Certified copy of entity registration with CIPC.
• Valid Tax Clearance Certificate (PIN) from SARS.
• Certified ID copies of entity owner(s).
• Statement of municipal rates and taxes (not older than 3 months) or original letter from traditional authority (for rural areas).
• If leasing property: fully signed lease agreement.

• ISO 9001:2015 certification for "The provision of Construction services."
• All certified copies must be originally certified and not older than 3 months. Copies of certified copies are non-compliant.
