• Submit two sealed envelopes – one marked “Technical Proposal” and one “Financial Proposal”, each containing 1 original, 5 copies and a USB as required.
• Deliver both envelopes by hand to the National Gambling Board, 1085 Francis Baard Street, Hatfield, Pretoria, 0028, between 08:30‑16:00 (Mon‑Fri) and no later than 11:00 CAT on 24 February 2026.
• Late deliveries (even 1 second after the deadline) will be rejected.
• Bids must be on the official NGB forms; do not re‑type.
• Initial and sign every page of the General Conditions of Contract and Special Conditions of Contract; include a company resolution authorising the signatory.
• Include a recent Microsoft accreditation letter (Modern Work or Azure Infrastructure) – the NGB will verify online.
• Attendance at the compulsory briefing on 12 February 2026 (11:00 CAT, same address) is mandatory; sign the attendance register.
• Non‑compliance with any of the above (format, missing documents, no accreditation, no attendance) results in disqualification.

• Evaluation follows an 80/20 preference point system (80 points price, 20 points preference/goals) under the PPPFA.
• Phase 1 – Pre‑qualification: check administrative completeness, mandatory documents, format, accreditation, two‑envelope submission.
• Phase 2 – Functional evaluation: verify compliance with all mandatory requirements listed in Part B (e.g., 99 % uptime, number‑porting, Azure tenant transition).
• Bidders answering “Yes” to every mandatory criterion advance; any “No” leads to exclusion.
• Phase 3 – Price evaluation: award 80 points to the lowest compliant price; 20 preference points allocated per SBD 6.1 criteria.
• Phase 4 – Adjudication: BAC recommends the preferred bidder; the highest total score (price + preference) wins, subject to justification.

Scope: Provide Microsoft licences and communication services for 36 months, including MS Project Plan, MS Visio Plan, Microsoft 365 Business Premium, Teams Phone Standard, hosted SBC (15 concurrent calls, port existing numbers, expand to 65), Mimecast Mega, SIP channels, Power Apps, Defender for Cloud, Azure update manager, 36‑month support (12 hrs/month), Proteus Cloud TMS licences (65 users), Azure Blob Storage (25 TB, pay‑as‑you‑go), STORVAULT backup, AI minutes‑taking, DMARC, Defender for Identity.

Key requirements: ‑ Maintain 99 % service uptime; ‑ Port existing telephone numbers and quote number‑porting; ‑ Provide seamless migration from current Azure tenant (expires June 2026) and Switch Telecoms telephone connection; ‑ Submit hourly rates and support hours as specified; ‑ All deliverables must meet the functional specifications listed in Part B.

• Pricing must be submitted on SBD 3.3 in the prescribed format, inclusive of all taxes.
• Provide a ceiling price covering total estimated time, hourly rates, travel and other expenses.
• Indicate whether rates are firm for the full 36‑month contract; if not, explain adjustment mechanism (e.g., CPI).
• No advance payments; invoices submitted against agreed milestones and paid within 30 days of receipt of a valid VAT‑compliant invoice.
• Include a bid validity period of 180 days from the closing date.
• All bidders must be registered on the Central Supplier Database (CSD) and provide their SARS Tax PIN or CSD number.

• Register on the National Treasury Central Supplier Database (CSD) before submission.
• Provide SARS Tax Compliance PIN or TCS certificate; if unavailable, supply CSD number.
• Submit B‑BEE verification (affidavit or certificate) to obtain preference points.
• Provide recent Microsoft accreditation (Modern Work or Azure Infrastructure) – verification will be done on Microsoft AppSource.
• Declare any conflict of interest and disclose any directors or shareholders employed by the State.
• No bids from persons in the service of the State or entities with such directors.
• Submit company registration (CIPC) details, but the actual documents will be verified via CSD.
• Meet all statutory requirements (PFMA, Constitution, PPPFA, B‑BEE Act).
