Submit sealed bids to the Municipal Civic Centre (Rates Hall), 37 Murchison Street, 1st Floor, Newcastle, 2940. The envelope must be clearly endorsed with the Bid Number and Title, and the bidder's name and address must be written on the back. Late, faxed, or emailed bids will not be accepted. Use black ink only; no correction fluid or tape is permitted. All documents must be submitted on the official forms provided without re-typing.

The tender follows an 80/20 preference point system. Points are allocated based on specific contract participation goals: Black people (8 points), Women (2 points), People with disability (2 points), Youth (4 points), and Locality within Amajuba district (4 points). Points are verified via the CSD report.

This is a framework contract for the hire of plant, transport, and equipment on an 'as and when required' basis for a period of 36 months. Multiple service providers will be appointed, and work will be allocated on a rotational basis.

All prices must be quoted in South African currency, inclusive of VAT, and are final and binding. Payment is made via electronic bank transfer within 30 days of receipt of a valid invoice and statement. If prices are based on exchange rates, the bidder must provide proof of forward exchange rate cover within 14 days of order placement.

Mandatory requirements include: CSD registration (all bidders), valid Tax Compliance Status (TCS) Pin, completed MBD forms (1, 3.1/3.2, 4, 6.1, 8, 9), proof of municipal good standing, and authority of signatory. Joint ventures must provide a consolidated B-BBEE certificate and signed joint venture agreement.
