Disqualification risks:

Scope: Structured technical review of SANAS’s Microsoft server and virtualization environment to ensure best-practice alignment, stability, and operational readiness, including establishment of Development and QA server environments.

Objectives:

• Confirm Hyper-V cluster configuration is consistent, supportable, and aligned with best practices and SANAS operational needs.
• Identify and document Active Directory (AD) metadata inconsistencies, tombstone objects, and residual/orphaned objects from failover activities (December 2025).
• Produce a clear, actionable remediation plan with supporting documentation.
• Propose (and optionally implement) reinstallation and repurposing of two legacy physical servers into Hyper-V hosts for Development and QA workloads.

Deliverables:

• Assess current physical servers for compatibility with Windows Server 2022 or 2025 (including updated drivers).
• Plan implementation and supply a technical design document.
• Create new core switch configurations (VLAN and tagging for QA and DEV).
• Assist and consult on new firewall configurations.
• Reload both physical servers with the appropriate Windows Server OS, install drivers, and configure best practices.
• Install and configure Hyper-V with a single cluster and connect to SAN.
• Create as-built documentation.
• Project coordination included.

Technical Requirements:

• Bidders must demonstrate experience in Microsoft Hyper-V clustering, Windows Server environments, and Active Directory metadata analysis.
• CV of Project Manager/technician must include relevant certifications in these areas.

Required methodology steps:

Mandatory Compliance Documents:

Department: SUPPLY CHAIN MANAGEMENT

Disqualification risks:

• Bidders listed in the Register for Tender Defaulters or the List of Restricted Suppliers will be automatically disqualified.
• Bids will be disqualified if the disclosure form is found to be false or incomplete.
• Collusive bidding (except for joint ventures or consortia) will result in disqualification and potential legal action.

Mandatory compliance requirements:

• Bidders must not be listed in the Register for Tender Defaulters or the List of Restricted Suppliers.
• Bidders must declare any state employment of directors, trustees, shareholders, or controlling interests.
• Bidders must declare any relationships with employees of the procuring institution.
• Bidders must declare any interests in related enterprises.
• Bidders must certify that their bid was prepared independently, without collusion with competitors.
• Bidders must confirm no prior consultations or agreements with procuring institution officials regarding the bid.
• Bidders must acknowledge that suspicious bids may be reported to the Competition Commission, NPA, or result in a 10-year public sector restriction under the Prevention and Combating of Corrupt Activities Act.

Legal consequences:

• Suspicious bids may be reported to the Competition Commission for investigation and potential penalties under Section 59 of the Competition Act.
• Suspicious bids may be reported to the National Prosecuting Authority (NPA) for criminal investigation.
