• Provide a signed declaration of acquaintance with RFP terms.
• Disqualification risks: late delivery, pricing in the wrong envelope, missing or uncertified returnable documents, offering gifts to HDA staff, collusion or canvassing officials after the closing date.

• Evaluation is conducted in four stages: 1) Admin – check completeness and compliance; 2) Technical – assess capability against functional criteria (minimum 70 % required); 3) Price & Specific Goals – price weighted 80 % and specific‑goals weighted 20 %; 4) Verification – confirm information supplied.
• Technical scoring (100 pts): Work‑related experience (45 pts), CVs of proposed team (45 pts), Approach/Methodology/Work Plan (10 pts). Minimum 70 % (70 pts) to proceed to price evaluation.

Scope of Work – provide professional services to undertake township establishment processes for integrated, sustainable human settlement development on Portions 275, 280, 281 & 298 (49.7188 ha) in the Mooibank area (Potchefstroom, JB Marks Local Municipality). Deliverables:

• MPT approval (approval letter, layout, COE).
• Approved General Plan.
• Opening of Township Register and Proclamation.
• Project management and coordination mechanism.
• Detailed methodology, work plan (Gantt), timelines and budget.
• Qualified team members (registered Town Planner, Land Surveyor, Social Facilitator, Conveyancer, etc.) with CVs and certifications (not older than 6 months).
• Evidence of previous township establishment projects (minimum 5 projects for full points).
• Compliance with professional standards and HDA’s service‑level expectations.

• Pricing must be submitted in a separate sealed envelope (Envelope 2) – no pricing in Envelope 1.
• Use the Pricing Schedule (Annexure 2) to present unit rates and total cost.
• Price will be evaluated on an 80 % weighting using the lowest acceptable tender value as the benchmark.
• Financial statements (annual, signed by a professional accountant) may be requested for due‑diligence.
