Late, electronic, couriered, postal, or faxed submissions are not accepted. Required documents: completed bid forms (MBD1, MBD3.1, MBD4, MBD6.1, MBD8, MBD9), signed authority for signatory (Board Resolution), certified copies of IDs for all directors/members, company registration certificate (CIPC), valid SARS Tax Compliance Status PIN (for all JV partners if applicable), CSD registration number and full report, proof of municipal rates/taxes or lease agreements for company and all directors (not older than 3 months), proof of company/business address, proof of residence for all directors, bank grading of C or higher with certification, and for JVs: tender-specific agreement. Criteria: Experience on specific projects and expertise of key personnel (30 points, weighted by reference letters: 3+ letters = 30, 2 = 20, 1 = 10, none = 0), minimum 3 yearsβ LGSETA-accredited training experience (30 points: 3+ years = 30, 2 = 20, 1 = 10, none = 0), LGSETA accreditation for MFMP (20 points: proof = 20, none = 0), approach and methodology (20 points). Bids scoring below 65/100 are disqualified. (2) Price (80 points) and B-BBEE preference points (20 points) for qualifying bids. Mandatory compliance: CSD registration, SARS tax compliance, no municipal arrears, no state employees or conflicts of interest, B-BBEE certificate or sworn affidavit. Disqualifying factors: late submissions, incorrect submission method, missing mandatory documents, unsigned bids, or functionality score below 65/100.
