Submit bids in a sealed envelope marked with Bid No. B247-2026 and description to the Tender box in the foyer of Joe Morolong Local Municipality, D320 Cardington Road, Churchill Village by 12h00 on 08 May 2026. Late, electronic, couriered, postal, or faxed submissions are not accepted. Required documents: completed bid forms (MBD1, MBD3.1, MBD4, MBD6.1, MBD8, MBD9), signed authority for signatory (Board Resolution), certified copies of IDs for all directors/members, company registration certificate (CIPC), valid SARS Tax Compliance Status PIN (for all JV partners if applicable), CSD registration number and full report, proof of municipal rates/taxes or lease agreements for company and all directors (not older than 3 months), proof of company/business address, proof of residence for all directors, bank grading of C or higher with certification, and for JVs: tender-specific agreement. All pages must be initialed, completed in black ink (no correction fluid or pencil), and no pages removed. Bid validity period: 90 days from closing date.

Evaluation occurs in two stages: (1) Functionality assessment with a minimum threshold of 65/100. Criteria: Experience on specific projects and expertise of key personnel (30 points, weighted by reference letters: 3+ letters = 30, 2 = 20, 1 = 10, none = 0), minimum 3 years’ LGSETA-accredited training experience (30 points: 3+ years = 30, 2 = 20, 1 = 10, none = 0), LGSETA accreditation for MFMP (20 points: proof = 20, none = 0), approach and methodology (20 points). Bids scoring below 65/100 are disqualified. (2) Price (80 points) and B-BBEE preference points (20 points) for qualifying bids. Mandatory compliance: CSD registration, SARS tax compliance, no municipal arrears, no state employees or conflicts of interest, B-BBEE certificate or sworn affidavit. Disqualifying factors: late submissions, incorrect submission method, missing mandatory documents, unsigned bids, or functionality score below 65/100.

Scope: Provide NQF Level 6 Municipal Finance Management Programme (MFMP) training (SAQA ID 48965) for 21 officials (16 full training, 5 with outstanding modules: 1x2, 2x7, 1x8, 1x4). Training must be in-house, completed within 12 months, and include course material, administration fee, facilitation, assessment of POEs, moderation, and certification. Service provider must: be LGSETA-accredited for MFMP, have 3+ years’ experience in MFMP training within Local Government, and demonstrate expertise in general training. Deliverables: NQF Level 6 credit-bearing certificates for officials. Proposal must outline: learning content packaging, proposed modules (accreditation scores and outcomes), training methodology, work plan with timeframes, and list of clients with samples of similar work. Key outcomes: knowledge of municipal finance, application of economic principles, strategic leadership, and professional adaptability in municipal settings.

Firm prices only (no exchange rate variations). Prices must be valid for 90 days from closing date and inclusive of VAT. Submit completed Pricing Schedule (MBD3.1). Budget breakdown required, including training costs. Payment terms and bonds/guarantees not specified.

Mandatory: CSD registration (full report and number), valid SARS Tax Compliance Status PIN (or TCS certificate), company registration certificate (CIPC), certified IDs of all directors/members, proof of municipal rates/taxes or lease agreements for company and all directors (≤3 months old), proof of company/business address, proof of residence for all directors, bank grading of C or higher with certification.
