Water storage systems for vaccine manufacturing facility – RFI for turnkey solution

OBP requires a robust, redundant water holding and storage system to ensure uninterrupted vaccine production during severe municipal water shortages. The system must support:

• Raw/Potable Water Bulk Holding: For domestic use, cooling towers, and purification plant feedstock.
• Pharmaceutical-Grade Holding (PW/WFI): Emergency storage for Purified Water (PW) and Water for Injection (WFI) without compromising cGMP sterility.

Vendors must provide engineering designs, sanitary compliance details, footprint requirements, and budgetary estimates for a turnkey solution.

• Scope: Design and provide a turnkey water holding and storage system to ensure uninterrupted production during municipal water shortages.
• System must accommodate two tiers of water:
• Raw/Potable Water Bulk Holding: For domestic use, cooling towers, and purification plant feedstock. Minimum 3–5 days reserve capacity (e.g., 500,000–1,000,000 litres).
• Pharmaceutical-Grade Holding (PW/WFI): Emergency strategic holding for Purified Water (PW) and Water for Injection (WFI) without compromising cGMP sterility. Minimum 24–48-hour buffer.
• Material and structural specifications:
• Potable Bulk Storage: HDPE, epoxy-coated carbon steel, or standard industrial food-grade materials.
• PW/WFI Storage: 316L Stainless Steel (controlled sulfur content), electropolished internal surfaces (Ra ≤ 0.38 µm or 0.2 µm), vertical, jacketed, fully drainable, crevice-free geometry.
• Sanitization:
• Potable Bulk: Chlorination/UV/dechlorination or ozone.
• PW/WFI: Continuous hot looping (≥80°C steam jacket).
• Contamination control for PW/WFI tanks:
• Vent filtration: Hydrophobic, sterile-grade, gas-retentive vent filters with integrated heating jackets.
• Blanketing: Nitrogen or sterile compressed air.
• Spray devices: Fixed or retractable CIP spray balls for 100% wetting coverage.
• Vendor requirements:
• Provide evidence of previous installations in cGMP, WHO-prequalified, or FDA-regulated vaccine/biologics production settings.
• Submit general assembly drawings (2D/3D) for bulk raw water and sanitary storage blocks.
• Detail automation architecture (PLC/SCADA) for real-time monitoring of level, conductivity, TOC, and temperature.
• Describe water conservation and recirculation options to prevent biofilm growth and enable recycling/reject-recovery.

• Bidders must highlight years of relevant experience and capabilities in water solutions or consulting.
• Provide a company/individual profile demonstrating expertise in water systems for cGMP, WHO-prequalified, or FDA-regulated environments.

• Submit pricing structures and metrics for the proposed water systems solution.
• Pricing must cover the full scope of work, including design, materials, installation, and automation integration.

• Provide budgetary estimates for the turnkey solution, including pricing structures and metrics.
• Pricing must align with the scope of work for the water systems solution, including design, materials, installation, and automation.

• All bidders must be registered on the Central Supplier Database (CSD).
• Consortia must confirm submissions are on behalf of the consortium.
• Compliance with cGMP, WHO, or FDA standards for pharmaceutical-grade water systems is required.

• Compulsory site briefing attendance at OBP Offices, 100 Old Soutpan Road, Onderstepoort, 0110, on or before 25 June 2026 at 12:00.
• PPE clothing is mandatory for all visitors entering the premises.

• OBP reserves the right to use submitted information for compiling and aggregating data for public release without identifying specific parties.

• Responses will be evaluated based on the identification of key performance indicators (KPIs) for monitoring and evaluating the proposed water systems solution.
• Technical feasibility, compliance with standards, and alignment with OBP’s operational requirements will be assessed.
