Request for Information (RFI) for a National Key Point (NKP) site security solution for Onderstepoort Biological Products (OBP), a state-owned vaccine manufacturer. The solution must address stringent biopharmaceutical and statutory security requirements.

Scope: NKP Site Security Solution for a National Key Point (NKP) vaccine manufacturing facility.\n\nStatutory & Regulatory Compliance:\n Primary security service providers and systems must hold valid NKP registration certificates issued by SAPS.\n All personnel handling sensitive biological materials/data must undergo background checks, polygraph testing, and obtain top-secret security clearances.\n Systems must comply with NKP auditing standards and SAHPRA GMP regulations.\n\nPhysical Perimeter & Facility Security:\n Install anti-climb rigid mesh perimeter fencing with covert fiber optic intrusion detection systems (IDS) or microwave fence sensors.\n Use high-definition thermal and optical IP cameras with AI-driven facial recognition and automated perimeter tripwire alarms.\n Implement biometric (fingerprint/iris) and smart-card multi-factor authentication with strict "airlock" protocols for sensitive areas.\n\nBiological Asset Protection & Cold Chain Integrity:\n Provide physical protection and continuous environmental monitoring for cold rooms, walk-in freezers, and ULT freezers storing APIs.\n Integrate real-time GPS tracking and geofencing with temperature-logging sensors for inbound/outbound materials and vaccines.\n Use tamper-evident packaging (security seals, RFID tagging, covert tracking) to prevent tampering or diversion.\n\nIncident Response & Threat Mitigation:\n Establish a 24/7 on-site Central Control Room (CCR) with redundant power, off-site cloud backups, and direct communication to SAPS/armed response units.\n Enforce distinct security zones (Public, Restricted, Highly Sensitive) with electromechanical interlocking doors.\n Segment networks to protect SCADA systems from physical and cyber intrusions.
