• Deliverables (quantities):
• For 10 VW Polo 1.6L Life Sedans: 10 each of blue/red emergency roof-mounted bar LED lights, blue LED grille lights, blue LED strobe lights, and siren amplifiers with public address system.
• For 2 VW LDV (4x4) double cab bakkies: 2 each of the same items.
• For 2 VW T-ROC 2.0L TSI Sedans: 2 each of blue dashboard-mounted LED lights (front), blue LED grille lights, blue LED strobe lights, and siren amplifiers with public address system.
• Installation Site:
• Bidders within a 40km single distance range may install on their premises (after a safety site visit) or at C-BRTA premises, 350 Witch-Haze Avenue, Centurion, at no extra cost to C-BRTA.
• Bidders outside 40km must install at C-BRTA premises.
• Delivery Timeline: Goods and services must be delivered within ten (10) working days of receiving an official purchase order.

• Blue/Red Emergency Roof-Mounted Bar LED Lights: High-intensity 3rd Gen LEDs (~475 nm), 3000+ lumens, 3W per LED, blue/red lenses (not stickers), dimensions 1200mm x 300mm x 60mm, aluminium waterproof bracket, vibration resistant, 12V DC input, 360° beam angle, 50,000-hour lifespan.

• Siren Amplifiers and Public Address System: Speakers mounted in engine compartment, integrated noise-cancelling mic, soft-touch controller, public address facility, 12V 200W dual-tone (2x100W speakers), 110–130 dB sound pressure, siren tones (wail, yelp, phaser, air horn).

• Failure to provide this test report will result in disqualification from further evaluation.

• You must submit a detailed pricing proposal as part of your bid.
• The pricing schedule must be based on costs per unit, inclusive of VAT.
• The required pricing breakdown includes:
• Supply and installation of blue/red emergency roof-mounted bar LED lights (12 units).
• Supply and installation of blue LED grille lights (28 units).
• Supply and installation of blue LED strobe lights (28 units).
• Supply and installation of siren amplifiers and public address system combination (14 units).
• Blue dashboard-mounted LED lights – front (2 units).
• Provide the price per unit and total price (incl. VAT) for each line item.

• Tax Compliance: You must submit your Tax Compliance Status (TCS) PIN issued by SARS or a printed TCS certificate. If no TCS PIN, provide your Central Supplier Database (CSD) number. Foreign suppliers must complete a questionnaire; if answer 'NO' to all questions, TCS PIN is not required.
• Central Supplier Database (CSD): Registration on the CSD is mandatory to conduct business with C-BRTA.
• B-BBEE: Submit a sworn affidavit or valid B-BBBEE certificate. Points are allocated for B-BBEE Level 1–4 (10 points), women-owned enterprises (5 points), and enterprises owned by disabled people (5 points).
• Other Disqualifications: Bids from persons in the service of the state, companies with directors in state service, or close corporations with members in state service will not be considered.

• Warranty: The successful bidder must confirm in writing that the supplied and installed equipment is tested by an accredited testing authority and carries a three (3) year warranty from the date of installation.
• Contract Form: The successful bidder will be required to fill in and sign a written contract form (SBD7).
• General Conditions: The bid is subject to Government Procurement: General Contract Conditions – July 2011, Special Contract Conditions, and any other conditions finalised during contracting.
• Fraudulent Activity: If specific goals are claimed fraudulently or contract conditions are not fulfilled, the organ of state may disqualify the bidder, recover costs, cancel the contract, restrict the bidder from public sector business for up to 10 years, and forward the matter for criminal prosecution.
